Under general direction of the Bois d'Arc Lake Permitting Supervisor, the Permitting Technician will be responsible for the assisting with inspections, records upkeep, and the permitting operations of Bois d'Arc Lake permitting office. This will require onsite water operations as well as office responsibilities.Section 2 – Major ResponsibilitiesUtilizes permit tracking software to review and accept applications, upload and organize electronic documents, fee assessments and collections, apply standardization, and timely permit issuance. Guide public and staff on correct permitting, organization of plans and documents for application completeness and plan review.Assist with onsite water and land based inspections.Provide helpful, efficient, and professional customer service at the counter and via phone and email requests to a wide variety of customers (in-house staff, contractors, homeowners, designers, design professionals, business owners).Provide cashiering function for NTMWD transactions, including agreements fees, renewal fees, and fines for violations.Committed to paperless records retention of permit files by scanning and attaching plans, documents using large format and production scanners for immediate staff and public access.Assist in researching, preparing, presenting and maintaining staff training on permit system and electronic plan review software; help and empower customers to use and access permit system from public portal.Enters permit activity and regular enforcement action records (i.e., expired permits).Support division manager and departments with reporting permit activity and development.Utilize customer feedback and intake experience to share ideas for process improvement.Maintains correspondence and up-to-date files and records including Laserfiche and physical department files NTMWD is required to retain.Distributes incoming mail and prepares outgoing correspondence and packages.Arranges for meetings including organizing material, reserving room and coordinating amenities.May be asked to record minutes for meetings.Prepares purchase order requisitions as directed.Section 3 – Knowledge, Skills & AbilitiesThree years previous clerical experience.Position requires ability to utilize Microsoft Outlook, organize data and create reports using Microsoft Word, Excel and other software applications. This position requires the ability to calculate, compute, summate, and/or tabulate data and/or information.Must possess a high school diploma or G.E.D. Requires a valid Texas Driver's License.Section 4 – Education and ExperiencePreferred candidates will have at least three years related experience or any equivalent combination of education and experience to successfully perform the duties of the position. Candidates must be able to communicate with the public and in a clear, tactful and courteous manner. Desired candidates will be proficient with Microsoft Word, Outlook and Excel; skilled in data entry; able to use general office equipment and accurately type and proof documents in a timely manner. Experience with permitting software and public service is a plus.Section 5 – Environmental Factors, Activity Levels and EquipmentThis position requires minimum physical exertion with daily lifting requirements up to 10 pounds.  Significant finger dexterity required.  Activities may include carrying office materials, pulling and pushing file drawers and organizing paperwork.  Equipment utilized includes a Network Computer System and/or a personal computer, various printers, calculators, copier and telephone.  Duties are almost always carried out in an office environment, however this position may also require to be on the water in a boat at times to assist with inspections which may require bending, twisting body, walking, reaching, and squatting. Must be able to work indoors and outdoors sometimes on unlevel, slippery, sloping, unstable, and muddy terrain; and work in adverse environmental conditions to include inclement weather such as rain, heat, sun exposure; and exposure to insects, noxious plants, and snakes.
