The Records Technician position is responsible for; the creation, use, storage, release, reviewing, filing, retention, distribution, retrieval and destruction of all police records, meeting customer service needs at the front window reception area of the department. May train and supervise volunteer assistants and lower level records personnel.The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.
- Receives training as follows: applicable laws and ordinances; Town and department policies and procedures; Federal & State regulations pertaining to retention and release laws; computer skills and systems – i.e. (CAD, RMS, CBI, CCIC/NCIC, Redact-It, and other applications); Police Dynamics and Character First; and customer service.
- Ensures all information required for Uniform Crime Reporting (UCR) and Department directive is accurate.
- Maintains police department records and files, retrieves and archives records as needed.
- Releases police records as requested and allowed by Colorado Open Records Act.
- Receives financial payments from public and prepares weekly cash reports for Finance.
- Processes Municipal and County bonds as needed.
- Provides training for police department personnel on report writing and Tiburon entry.
- Performs receptionist duties.
- Provides the public with general information and assistance for walk-in traffic as well as e-mail, fax and telephone requests.
- Distributes reports to state and county agencies and insurance companies.
- Provides customer service to internal and external customers.
- Responds in a support fashion to crisis or emergency situations as requested by Command Staff.
- Provides training and assistance to volunteer & staff performing records support functions.
- Prepares weekly, quarterly, and annual statistical reports as requested.
- Serves as liaison between department and Larimer County District Attorney's Office as it pertains to information sharing.
- Reviews Police Officer reports and may suggest changes from a compliance standpoint.
- Assists dispatch with non-emergent calls and information retrieval.
Performs other related work as required or assigned.
Records Technician I:
High school diploma or GED
Two years of experience in records management, customer service, or Criminal Justice (preferred).
Records Technician II:
12 months of experience of direct records management experience in a Law Enforcement Organization
- Master Records Technician certification for the State of Colorado (Alert/Sam).
- Records Technician III, must meet the qualifications at the Records Technician II and have a minimum of three years of direct records management experience in a Law Enforcement Organization. Must have and maintain CBI Operator Certification and NIBRS Certification.

- Ability to maintain complex Records Management and information system to include input, storage and retrieval.
- Ability to understand and comply with complex instructions.
- Knowledge of general office procedures and computer operation and keyboarding skills.
- Knowledge of Estes Park Police Department and Town of Estes Park Policies and Procedures.
- Knowledge of Colorado Revised Statutes (CRS), Colorado Children's Code, Estes Park Municipal Code, Uniform Crime Reporting Classifications. Must maintain a working knowledge of the criminal justice records release sections of the Colorado Open Records Act.
- Must be able to query, enter, modify and delete CCIC/NCIC records and comply with all security and file integrity regulations as specified in the UCR/NIBRS program.
- Ability to provide excellent customer service to internal and external stakeholders.
- Ability to communicate effectively, both verbally and in writing, and follow oral and written instructions.
- Ability to establish and maintain effective working relationships with employees, customers and the general public.
