Incumbent works under the direction of the Long-Term Care Administrator or designee, filing pharmaceutical claims to private insurance companies, Medicare, and Medicaid, and assessing pharmaceutical charges within the Douglas County Health Center (DCHC).

Essential Functions
  • Oversee claims submission to private insurance companies, Medicare D, and Medicaid, preparing claims for billing, gathering documentation, and submitting claims.
  • Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
  • Manage medication charging for the Community Mental Health Center (CMHC), reviewing scheduled and nurse-administered medications, processing transactions , updating patients accounts (e.g. admissions, transfers, discharges), and preparing billing information for submission to Billing Department.
  • Review and verify received Medicare D payment checks ensuring proper patient account information to credit accounts.
  • Order office and pharmacy warehouse supplies.
  • Ensure receipt of vendor invoices, reviewing and entering into enterprise resource planning (ERP) software, ensuring vendor payment, and addressing and resolving invoice discrepancies.
  • Correct billing errors from QS1 Pharmacy Collection File Error report.
  • Generate prescription summary reports (e.g. reimbursement amounts from Medicare D and Medicaid) for CMHC and General Assistance clinics.
  • Inform pharmacists of insurance, Medicare D or Medicaid coverage changes.
  • Update and print medication sheets for Long-term Care residents.
  • Generate Medicare D details for the Fiscal Division.
  • Generate medication charge reports for pharmacy services rendered for Long-Term Care, CMHC and various other county services (e.g. Douglas County Youth Center, Traveler's Clinic, STD Clinic).
  • Respond to inquiries and resolve issues regarding insurance issues and medication charges.
  • Contact Medicare D and/or Medicaid to address questions regarding patient coverage.
  • Maintain records of credits received from wholesaler.
  • Maintain strictest confidentiality and adheres to all HIPAA guidelines and regulations.
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned and directed.
Education and Work Experience and Other Requirements
  • Bachelor's degree from an accredited university or college in Business Administration, Accounting, Finance, Public Administration or a related field required.*
  • One (1) year of pharmacy work experience required.*
  • Type/keyboard 50 net words per minute.
  • Some knowledge of an ERP system preferred.
  • Some knowledge of medical billing and claim filing practices including third party reimbursements such as Medicaid, Medicare, and private insurance preferred.
  • Completion of a pre-employment criminal record check and conditional offer drug screen required.

  • Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

  • Work is generally performed in an office setting. Noise level is usually moderate.   • Work requires some physical activity, including extended periods of sitting, frequent standing, walking, reaching and occasional stooping, bending, and balancing. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
  • Required sensory abilities include vision, hearing, and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
