We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Depending on the business need and description of the position, we have options that range from hybrid to full-time in the office. Specific discussions about the schedule will be discussed during the offer stage.
The Office of Community Living (OCL) administers the Colorado Medicaid programs that provide long-term support for people with disabilities and older adults. OCL strives for a system that is person-centered, seamless, and offers a continuum of services and innovative funding mechanisms for Coloradans today and in the future.
The Benefits and Services Management Division (BSMD) exists as part of the Department of Health Care Policy and Financing (HCPF), which is the federally recognized single state agency to administer the Colorado Medicaid program of health care coverage for persons who qualify. The BSM Division administers the state's long term care programs such as nursing facility, hospital backup, and community long term care programs such as Home and Community Based Services (HCBS) waiver programs. The division provides oversight and monitoring for the state's single entry point system for access to the state's long term care programs, including those administered by the Department and those administered under agreement with the Department of Human Services (DHS). Staff within the Division are responsible for stakeholder relations, policy development and implementation, contract management and performance, program administration and overall Long Term Services and Support Medicaid program performance. The Division plays an important role in working towards the Department's mission to improve access to cost-effective, quality long term care services and supports for Coloradans.
Description Of Job
What you'll be doing:
- Serving as the expert in the management, application, and utilization of principles and standards pertaining to many of the Home and Community Based Services (HCBS) benefits administered by the Department.
- Supporting Department goals and program administration, specifically for by participating in the development of budgets and fiscal initiatives, researching the fiscal impact of proposed caps and policy adjustments, and advising leadership on financial and programmatic implications of caps.
- Analyzing claims and utilization data and make data-driven policy recommendations for leadership.
- Developing strategies by collaborating with the contractors and providers, case management agencies, and other OCL stakeholders as well as other Department staff in the management of HCBS benefits, including day-to-day operations.
- Monitoring and evaluating services for deficiencies and compliance requirements; collaborates with stakeholders to improve the health outcomes of clients; and provides support for case management requests and processing.
- Assessing current and future benefit policies to meet the Department's expectations for a high level of efficiency, economy, and quality of care. The position attends off-site meetings, facilitates meetings with stakeholders and providers, attends off-site trainings, and present HCBS information at various conferences and to stakeholder groups.
- Developing and providing training and technical assistance to providers, case managers, clients, and other stakeholders regarding HCBS benefits when applicable.

Minimum Qualifications
**Option 1:
Experience Only
Seven (7) years of related professional experience in Medicaid, health care policy/administration, home care agency administration, long-term services and supports, government regulations, policy development, or clinical case management.
Option 2
Education and Experience:**
A bachelors degree from an accredited institution in a related field and three (3) years of professional experience in Medicaid, health care policy/administration, home care agency administration, long-term services and supports, government regulations, policy development, or clinical case management.
Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
- An associate will count as two years of experience
- A bachelors will count as four years of experience
- A masters degree will count for six years of experience
A doctorate or juris doctorate degree will count for seven years of experience

Preferred Qualifications
Prior state experience related to the duties of this position
Prior experience in Home and Community-Based Services or home care agency administration
- Prior experience in case management or social work, preferably working with aging adults or people with disabilities and children/youth with special health care needs
- Advanced degree in Social Work, Public Health, Public Policy, or Healthcare Administration, or Nursing
Experience with:
Medicaid or related state/federal Medicaid rules and regulatory guidance
- Vulnerable and high risk populations with multi-system involvement related to child welfare, criminal justice, or Medicaid
Highly Desired Knowledge, Skills, and Abilities:
- Demonstrated ability to interpret and understand state and federal regulations.
- Demonstrated ability to identify new approaches, techniques, methodologies and tools to improve operations.
- Demonstrated ability to collaborate with stakeholders representing a wide range of experiences and perspectives
- Ability to set and prioritize workload, develop a strategic work plan with tasks, time frames, milestones, resources, and dependencies
- Ability to be self-motivated and self-directed, while possessing the ability to work in a team environment.
- Sets objectives and consistently meets timelines or communicates in advance to solve problems. Identifies what needs to be accomplished and takes action to achieve objectives.
- Effectively communicates with those with differing opinions and perspectives. Builds strong working relationships with internal and external stakeholders.
- Identifies novel and creative ideas for programmatic growth and improvement.
- Strong understanding of state and federal laws, procedures, policies, and regulations that relate to the benefits managed.
Conditions Of Employment
- All positions at HCPF are security sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
