The NC Utilities Commission is looking for an Administrative Specialist I.

The Fiscal Management Division of the NC Utilities Commission is responsible for all budgetary matters of the Commission including budget projections, expansion items, expenditures and receipts of the Commission, regulatory fee implementation and collection, processing of all expense reports and travel budget authorizations and purchase requests; compiles the Commission's Annual Statistical and Analytical Report; and compiles and interprets financial reports of the major utility companies when needed. Inventory of equipment and any building and equipment maintenance are the responsibility of the Fiscal Management Division.

This position works with all the staff of the Utilities Commission as well as with many external customers. This position tracks and codes the Commission's travel reimbursements, prepares cash disbursement code sheets for invoices, manages the phone bills, and assist with additional duties as necessary. This position handles office supplies purchases for the Utilities Commission through e-Procurement. This position verifies payments in the North Carolina Financial System (NCFS). This position handles all maintenance request; maintains surplus for the agency; processes request for new and replacement employee ID badges, submits parking permit request, and assist the building coordinator with managing logistics. This position is the administrative support for the section as needed.

This is a full-time position (40 hours per week) with State Benefits, including health insurance, as well as retirement.

The salary grade for this position is NC08. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon those factors, a pay increase MAY result.

Knowledge, Skills and Abilities / Competencies

  • Prior purchasing experience of goods and services and experience charging purchased items back to correct account and budget.
  • Prior experience with surplus/fixed assets.
  • Demonstrated experience in Microsoft Office Suite.
  • Fluency in business communications, high level of attention to detail, strong organizational skills, with correct usage of grammar, punctuation and spelling.
  • Exceptional customer service and teamwork are required.

About the Utilities Commission
The primary purpose of the Utilities Commission is to regulate the rates and quality of service of investor-owned public utilities in the State of North Carolina. The primary purpose of the Legal Division of the Commission is to provide the Commission with a full range of expert legal counsel and technical advice, assistance, and support with respect to all aspects of agency operations in the complex and specialized field of public utility regulation.

More specifically, the major responsibilities of the Legal Division are as follows:

  • Advising and assisting members of the Commission and its professional staff in the deliberative and decision-making process.
  • Preparing and issuing Commission Orders and reports.
  • Comprehending and managing the Commission's formal dockets.
  • Performing Hearing Examiner functions and duties.
