REACH Health Services, of the Institutes for Behavior Resources, Inc. (IBR), is seeking a visionary and mission-driven Executive Director to lead its dynamic team. This is a unique opportunity to guide a well-established organization delivering essential health services to a diverse Baltimore community within a trauma-informed care framework. Job Summary: Serving as a key member of the executive leadership team, is responsible for the daily operations of the REACH Health Services clinic, ensuring quality clinical services, and fiscal responsibility within the program, while managing grant writing and grants management, legislative advocacy, and continued engagement in implementing program refinements, expansion of clinical services, and integration with internal and external research initiatives.
Essential Functions:
- Develops and implements programmatic and administrative policies, procedures, and protocols to attain program goals and objectives and ensure compliance with funding, monitoring, and regulatory requirements.
- Provides oversight of the coordination of services within and among the various service programs within REACH Health Services.
- Participates in and is ultimately responsible for all clinic staffing decisions and performance evaluations; monitors and addresses staff's ability to execute the programs mission, vision, and values; recommends personnel actions for Human Resources review.
- Develops program/project budgets and manages the approved budget, allocating financial expenditures in an appropriate, responsible manner and in accordance with Finance policies and procedures.
- Communicates regularly with the President and coordinates with the Director of Finance on all budgetary matters.
- Responsible for ensuring that all material resources required by the program are identified and solicited in a timely manner in accordance with IBR Finance policies and procedures.
- Participates in and ensures appropriate outcome measures for improvement of program standards and services.
- Monitors and oversees patients' satisfaction and grievances within the programs.
- Reviews and analyzes monthly statistical data for opportunities in program enhancement.
- Identifies and addresses gaps in service delivery.
- Looks for opportunities and implements ideas for expansion of program services and the enhancement of services within the organization.
- Responsible for planning, organizing, and designing marketing strategies for development and implementation of enhanced program services and new project initiatives.
- Works cooperatively with IBR and outside organizations on research initiatives to enhance quality of care and expansion of services for the patient population.
- Ensures compliance with program policies and procedures and regulatory and contractual agency requirements governing the delivery of services, data collection, recordkeeping, and reporting.
- Ensures that the ethical and quality standards of the program, the Federal confidentiality regulations, SAMHSA, COMAR, DEA, Medicaid and Medicare, and CARF regulations governing medication-assisted treatment and behavioral health billing and policies and procedures are followed.
- Ensures all programmatic certifications, licensures, and regulatory certifications are obtained and maintained to comply with regulations and ensure continuity of services.
- Initiates, develops, and implements health and safety communications and control plans, and monitors adherence to plan provisions.
- Participates in meetings at the state and local levels to promote the program's movement towards its mission.
- Participates in public, community, and governmental relations, including marketing and community outreach activities to demonstrate the efficacy and importance of medications for opioid use disorders.
- Maintains a neat and professional work environment and exercises care in the use of facilities, equipment, and materials.
- Ensures that federal regulations on privacy, confidentiality, and patients' rights are enforced (42 C.F.R., Part 2, and HIPAA) within the department.
- Adheres to accepted ethical and behavioral standards of conduct and attends training and formal education to maintain certification and/or develop job skills.
- Performs all duties and tasks in a timely manner and/or in the specified timeframe.
- Adheres to all IBR and program/departmental policies and procedures, supporting the IBR and program/departmental mission, goals, and philosophy in all interactions.

Work Schedule:
This is a full-time, exempt position. Opportunity to work a hybrid schedule (3 days in office, 2 days WFH) after acclimating to the role. Potential to start in a part-time capacity to onboard and transition into the role.
Pay & Benefits:
In compliance with Maryland's Equal Pay for Equal Work Act, IBR is committed to providing transparent wage information for all posted job opportunities. The pay for this position is $115-140k annually. Compensation is determined based on factors such as Licensure, Education, Experience, and Internal Equity.

Additional Information:
IBR is an approved facility of the Health Resources and Services Administration (HRSA) Substance Use Disorder Treatment and Recovery Loan Repayment Program (STAR LRP). As a STAR LPR approved facility, we offer a student loan repayment program opportunity.
Requirements:
Required Skills/Abilities:
- Comprehensive knowledge of behavioral health and medications for opioid use disorders treatment modalities and the associated regulatory requirements with demonstrated clinical expertise in working with the substance use disordered population and individuals with co-occurring disorders.
- Ability to work collaboratively and effectively with federal, state, and local authorities.
- Skills in supervising, evaluating, and disciplining a staff of professionals and paraprofessionals with demonstrated ability to motivate others and develop teamwork among diverse disciplines.
- Excellent oral and written communication skills.
- Excellent organizational and administrative skills with demonstrated ability to establish goals and develop methods and systems for program implementation and accountability.
- Flexibility in days and hours available for scheduled work, including evenings and weekends.
- Experience with research and/or treatment intervention grants.
- Proficient knowledge of computer systems including Word, Excel, Teams, Outlook, and ability to learn new programs, as needed.
- Ability to work with a culturally diverse population.
- Ability to work in a highly collaborative environment, while managing multiple high priority issues simultaneously.
- Ability to pass all pre-employments requirements including but not limited to a criminal background check and drug screen.
Education and Experience:
- Possession of a master's degree in social sciences or behavioral-health related discipline, or equivalent. Relevant professional registration/certification/licensure by state/national authority preferred.
- At least eight years' professional experience in a clinical research or administrative position in a behavioral health program providing substance use disorders treatment, including five years in a supervisor capacity.
