We are seeking a detail-orientated ideal candidate to oversee the coordination, implementation, and continuous improvement of the regional whole blood pilot program. This role ensures program effectiveness, safety, and compliance with current clinical guidelines, regulatory standards, and evidence-based practices within the nineteen-county Trauma Service Area (TSA)-E. The Administrator also serves as an advocate for clinical education and training, utilizing data-driven performance improvement processes to design, implement, and evaluate key program components. The overall goal of the PWHB program is to strategically establish and coordinate prehospital transfusion sites and whole blood rotational systems within each county of TSA-E, with priority placed on doing the most good for the greatest number of people.

Primary Responsibilities

  • Lead administrative and operational functions of the Prehospital Whole Blood Pilot Program.
  • Maintain a current list of participating EMS providers and facilities with whole blood capability.
  • Support the Prehospital Transfusion Program (PTP) Workgroup in developing and managing standard operating procedures (SOPs) for blood administration, storage, handling, transport, and documentation.
  • Collaborate with medical directors, EMS agencies, hospitals, blood centers, and other stakeholders to sustain a robust regional program; travel within the region may be required.
  • Ensure compliance with local, state, and federal regulations for blood product handling and transfusion, consistent with AABB guidelines.
  • Identify and address logistical challenges related to blood product availability, storage, and transport.
  • Develop and deliver comprehensive training programs for EMS personnel on prehospital transfusion protocols, including blood handling, administration, patient monitoring, and management of transfusion reactions.
  • Maintain the PHWB self-paced, on-demand education module on the Learning Management System (LMS).
  • Provide logistical support for EMS providers attending external training events (e.g., National Whole Blood Academy in San Antonio, TX).
  • Attend the National Whole Blood Academy at the earliest available opportunity.
  • Implement and oversee a System Performance Improvement (SPI) program to evaluate program effectiveness.
  • Analyze data related to blood usage, patient outcomes, efficiency, and wastage.
  • Identify areas for improvement and implement corrective actions based on data and stakeholder feedback.
  • Establish and manage reporting systems for adverse transfusion events.
  • Monitor blood inventory, storage, transport, and rotation across multiple platforms.
  • Coordinate blood acquisition and resupply with regional blood centers.
  • Implement strategies to minimize blood wastage due to expiration or temperature variances.
  • Represent TSA-E in state-level forums such as the Governor's EMS and Trauma Advisory Council (GETAC) and Department of State Health Services (DSHS) meetings related to prehospital whole blood administration.
  • Perform other duties as assigned.

Qualifications

Education, Training, and Experience:

  • Minimum of three (3) years of experience in emergency, trauma, or 9-1-1 prehospital systems required.
  • License or certification related to prehospital or emergency healthcare (such as EMT, AEMT, EMT-P, LP, or RN) preferred. Bachelors Degree in a related field preferred
  • Must possess a current, valid Texas driver's license or be able to obtain one within 30 days of hire.
  • Previous experience in program administration, data reporting, performance improvement, and contract compliance required.
  • Must have a strong understanding of patient care processes across the emergency healthcare continuum.
  • Must be proficient in technical writing, documentation, and presentation development.
  • Must be skilled in Microsoft Office applications (Excel, Word, Outlook).
  • Must have excellent communication, organizational, and project management skills.
  • Must be able to manage multiple time-sensitive priorities with minimal supervision.
  • Must be able to demonstrate professionalism and commitment to customer service when engaging with both internal and external partners.
  • Knowledge of prehospital blood transfusion processes preferred.
  • Experience in teaching, training, and public speaking preferred.

Job Type: Full-time

Pay: $65, $75,000.00 per year
