Position Information
TxDOT's Austin District Maintenance Office is looking for a Transportation Engineer II, III, or IV positions located at the Austin District Headquarters. This role will involve learning maintenance operations while gaining hands-on experience in routine maintenance and construction projects through active participation in inspection and project management activities. In this position, you will provide engineering guidance, project oversight, and on-site support to strengthen field operations, asset management, and roadway maintenance functions. This position works closely with leadership to support project planning, contract management, and plan development while serving as a liaison between contractors and district operations.
This position is for ONE Transportation Engineer, II, III or IV. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.
Salary Plan/Grade:
Transportation Engineer II: B25 ($69, $114,099.00/yearly)
Transportation Engineer III: B26 ($76, $129,430.00/yearly)
Transportation Engineer IV: B27 ($84, $142,374.00/yearly)

Position Description
This position performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:
Responsibilities for a Transportation Engineer II, III and IV:
- Assists districts with bridge inspection-related matters.
- Assists in providing recommendations to the Motor Carrier Division for routing of overload vehicles.
- Coordinates with Area Engineers and reviews area office contract submissions.
- Evaluates pavement products and pavement condition data.
- Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects.
- Oversees maintenance of functional classification of highways and federal aid system map development
- Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.
- Updates, reviews, monitors, and reviews requests for changes to plans, manuals and standard sheets.
- Acts as a consultant to supervisors of special maintenance crews.
- Analyzes and assists in the resolution of contract problems and disputes.
- Analyzes and recommends approval for modifications to highway maintenance contracts.
- Interprets maintenance standards, rules, methods, procedures, practices and policies.
- Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements.
- Monitors contractors' compliance with plans and specifications.
- Monitors, evaluates, analyzes and makes recommendations on formal contractor claims, approval for use of consultant and to highway contracts.
- Performs data collection, analyses, forecasts and plan development
- Performs engineering analysis of statewide pavement conditions and develops reports on pavement conditions.
- Performs pavement designs and makes recommendations.
Additional Responsibilities for a Transportation Engineer III and IV:
- Analyzes and reports on complex program funding change scenarios and their impact to individual project schedules
- Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects.
- Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects
- Assists Project Managers to establish realistic and achievable schedule baselines for complex projects.
- Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs advanced and complex planning work such as plan review, calculations and transportation planning studies.
- Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and plan development
- Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes and managing quality performance measurements.
- Assists in developing and monitoring budgets.
- Assists in recommending major maintenance and betterment programs to the district staff.
- Assists in the development, preparation and letting of maintenance contracts for the district.
- Coordinates maintenance matters with Area Engineers.
Additional Responsibilities for a Transportation Engineer IV:
- Analyzes schedule trends, determines risks and recommends options to management for corrective action for highly complex projects.
- Assists Project Managers to establish realistic and achievable schedule baselines for highly complex projects
- Conducts final inspections on completed construction projects.
- Coordinates and monitors consultant contracts related projects.
- Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program.
- Formulates, develops and monitors budgets and financial information.
- Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance.
- Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
- Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.
- Reviews contracts and related documents for execution.
- Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for highly complex transportation projects.
- Assists Area Engineers with construction contract administration matters.
- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
- Provides assistance in preparing reports on pavement conditions.
Minimum Qualifications:
Education:Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:Transportation Engineer II: 5 YEARS engineering, transportation engineering, or related engineering experience
Transportation Engineer III: 6 YEARS engineering, transportation engineering, or related engineering experience
Transportation Engineer IV: 7 YEARS engineering, transportation engineering, or related engineering experience
(Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:- Valid driver's license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- If performing underwater bridge inspections: Must have Open Water Diver certification.
For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
