Job Description:
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) Code 104 is tasked with
developing and managing cybersecurity and information assurance programs across Navy
systems. These responsibilities include cybersecurity policy development, governance,
program implementation, and ensuring compliance with Department of Navy (DoN),
Department of Defense (DoD), and federal cybersecurity standards.
The Policy Executive / Strategic Planner plays a critical role in shaping, drafting, and
executing Navy cybersecurity policy and strategic plans. This role ensures that the Navy's
cybersecurity posture remains aligned with federal and DoD mandates, while also
supporting operational readiness and strategic decision-making.
Position Overview
The Policy Executive / Strategic Planner is responsible for developing, writing, and
maintaining high-level cybersecurity policies, procedures, and strategic plans. This position
requires strong technical writing skills, the ability to interpret cybersecurity standards, and
the leadership to coordinate with Navy stakeholders on cybersecurity governance
initiatives. The individual will act as a senior advisor on cybersecurity strategy and policy,
ensuring alignment with Navy and DoD requirements.
Key Responsibilities
• Develop, write, and maintain high-level cybersecurity policies, procedures, and strategic
plans in alignment with Navy and DoD requirements.
• Prepare technical documents, reports, user manuals, presentations, and proposals that
clearly communicate cybersecurity strategy and compliance.
• Provide consultation and guidance on cybersecurity governance, risk management, and
compliance activities.
• Support configuration management and software reengineering efforts for application
consolidation, migration, and retirement.
• Manage and track cybersecurity program activities including POA&Ms, program
milestones, audits, and reviews.
• Support data calls, prepare metrics, and maintain documentation required by Navy
cybersecurity program management.
• Coordinate meetings, briefings, and audits; support facilitation of media destruction and
compliance with security protocols.
• Provide weekly status updates on assigned projects and ensure timely completion of
deliverables.
Required Qualifications
Education: Bachelor's degree in Computer Science, Information Technology, or a STEM-
related field.
Experience:
- Eight (8) years of experience in policy writing, technical documentation, and strategic
planning.
- Experience in developing and presenting cybersecurity operations, policies, and
procedures to executives.
- Background in supporting cybersecurity program implementation, compliance audits, and
risk management.
Desired Skills
• Exceptional technical writing and communication skills.
• Ability to translate complex cybersecurity requirements into clear and actionable policy
language.
• Strong knowledge of Navy, DoD, and federal cybersecurity governance frameworks.
• Proven ability to support strategic decision-making and policy enforcement.
