Job Summary
Code Enforcement Officer III is responsible for very specialized inspections, investigations and enforcements in one or more specialized functions of the City of Dallas. Inspects very complex projects, works independently and is responsible for making decisions requiring technical discretion, sound judgment, and certain level of expertise with specialized problems.

The Code Enforcement Officer III is a highly skilled role within specialized teams addressing complex and sensitive code compliance issues. This position requires an understanding of building codes, zoning records, and legal procedures. Officers in this role address cases that necessitate significant time, attention, and research, including extensive work outside of city boundaries, engaging with property owners, and conducting detailed investigations. Officers in this role may be entrusted with access sensitive databases and use of specialized equipment.
Essential Functions
- Works as part of specialized teams (ICR, Boarding Homes, STR, IPS, Sanitation, etc.) to manage cases requiring in-depth investigation and resolution. Each team addresses specific types of compliance issues, from burned structures, broken waste management centers, and potential demolitions to managing boarding homes and regulating short-term rentals.
- Handles complex, egregious, and unresolved code violations with a focus on thorough research, extensive documentation, and strategic enforcement actions. Obtains administrative search warrants for interior inspections when necessary.
- Conducts detailed research into permits, building codes, zoning records, Planned Development District details, and ownership information. Utilizes databases and records to compile specialized data for court testimony and enforcement actions. Investigates and schedules follow-up inspections.
- Engages directly with property owners, operators, and residents to educate and enforce compliance. Partners with caseworkers for boarding home cases to assess and assist with resident care. Schedules and conducts both announced and unannounced inspections.
- Coordinates with other city departments, agencies, and external stakeholders to address multifaceted compliance issues. Represents the department in community meetings and public hearings. Interprets regulations and educates various stakeholders.
- Prepares comprehensive case files for legal proceedings, offering expert testimony based on specialized data and research. Works closely with legal teams to ensure effective prosecution of code violations and tracks work assignments and progress with minimal oversight.
- Oversees, trains, and provides professional development opportunities for journey level officers; provides quality control over inspection and code enforcement activities. Maintains and enhances expertise in complex code compliance issues through continuous education and professional development.
- Travels within and outside the city to conduct inspections, meet with property owners, and enforce code compliance. Demonstrates adaptability and initiative in managing cases across diverse locations.
- Performs other work as needed or assigned.
Knowledge And Skills
- Knowledge of municipal, state, and federal regulations.

- Ability to determine code violations and suggest corrective action.
- Ability to issue citations and communicate with various individuals.
- Ability to interpret, educate, and apply regulations to correct compliance issues.

- Ability to manage time and complete multiple tasks.
- Ability to plan and organize work, time, and resources, and, when applicable, oversee journey level officers.
- Ability to communicate effectively verbally and in writing.
Ability to establish and maintain effective working relationships
Education
- High school diploma or GED.
Experience
- Four (4) years of work experience, of which two (2) years of experience interpreting and enforcing codes/ordinances, investigating code violations and/or issuing citations.
License/Certification
- Valid driver's license with good driving record.
- Must have current license as a Code Enforcement Officer issued by the Texas Department of Licensing and Regulation (TDLR).
Salary Range
$ $28.85
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
