Job DescriptionThe New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. More than 11,000 employees operate NYCHA's properties and central office functions. NYCHA's Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are customized based on NYCHA standard operating procedures. L&D's mission is to prepare NYCHA employees for the roles they're in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers.
The Learning and Development Department is seeking an innovative, driven, and solutions-oriented Instructional Designer & Training Coordinator with strong project coordination skills to support and manage learning and development initiatives. This position plays a critical role in overseeing the planning, coordination, and implementation of training programs that serve NYCHA employees across various departments.
The ideal candidate is experienced in instructional design across multiple modalities, with a strong ability to manage cross-functional projects, coordinate stakeholders, and align training
initiatives with NYCHA's organizational goals. This role involves close collaboration with internal teams and subject matter experts (SMEs) to design, develop, and maintain high-quality learning experiences while also ensuring smooth project execution from initiation through completion.
Primary Responsibilities:
Coordinate training projects across departments, serving as the liaison between Learning & Development and internal stakeholders to ensure timely delivery and alignment with agency goals.
Lead needs assessments and collaborate with subject matter experts (SMEs) to gather information, define training objectives, and translate them into structured project plans.
Develop project timelines, manage deliverables, monitor progress, and ensure accountability among team members and collaborators.
Create engaging learning activities and compelling course content (e.g., e-learning modules, simulations, role-plays, and assessments) that promote retention and application.
Organize and maintain project documentation, shared drives, content libraries, and collaborative tools to ensure transparency and continuity.
Employ a user-centered approach and conduct research on the learning culture, roles, and training contexts to inform content design and implementation strategy.
Apply instructional design best practices to ensure that all training programs are impactful, measurable, and aligned with adult learning principles.
Create supporting multimedia materials and integrate various tools to enhance engagement and accessibility.
Develop and maintain performance assessments that align with training outcomes and organizational competencies.
Track and report on project status, resource allocation, training effectiveness, and learner feedback to support continuous improvement.
Stay current with emerging trends in instructional technology, online learning, and workforce development, integrating innovations where appropriate.
Support broader community engagement efforts by ensuring training resources reflect and address the needs of NYCHA's diverse workforce and communities.

COMMUNITY COORDINATOR
Minimum Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Proven experience in project coordination or program management, especially in training, or educational/community setting. - Strong collaboration and communication skills, with the ability to manage multiple stakeholders and competing priorities. - Demonstrated success designing and delivering training materials using instructional design theories and methodologies. - Experience working with e-learning tools (Articulate, Captivate, etc.), Learning Management Systems (LMS), and collaborative platforms (SharePoint, Teams, etc.). - Familiarity with designing training within government systems or public sector environments is a plus.
