Introduction

The Department of Health Services (DHS), Office of the Inspector General (OIG) is seeking to fill a Data Analyst in the Business Intelligence Section (BIS). This position will work Monday through Friday with daytime hours, offers the option to work remotely up to 5 days per week, and is headquartered in the 201 E. Washington Ave. office in downtown Madison. This schedule may vary based on training or operational need.

OIG reports directly to the Secretary and is charged with protecting the taxpayers of Wisconsin by preventing, detecting and investigating fraud, waste, and abuse of public assistance programs administered by DHS such as Medicaid, FoodShare, WIC, IRIS, and FamilyCare.

Position Summary

As the Data Analyst for OIG, you will work to support the overall work unit directives and be a lead for business intelligence development, implementation and maintenance of OIG data visualization tools and dashboards. In this position you will:

  • oversee the BIS dashboards and reports.
  • ensure reports are routinely monitored for accuracy and validity, making corrections of any issues with reports
  • design, implement, manage, monitor and enhance the case tracking system. This includes changes to case tracking system resulting from implementation of policies, reimbursement methodologies, budget initiatives and the assessment of the effect of policy changes.
  • act as lead worker throughout OIG for the case tracking system and participate in any changes/enhancements to the system. This will include user acceptance testing.
  • work collaboratively as part of the OIG BIS with other ISBA specialist positions and Nursing Consultants conducting data mining, analysis and visualization.
  • participate in assessing the effect on case tracking changes to other IT systems in use by the OIG such as SAS Enterprise Data Warehouse and Program Integrity module, Client Assistance for Re-Employment and Economic Support, and Medicaid Management Information System
  • participate in a team environment to identify fraud, waste, and abuse in data.

Additionally, you will be responsible for:

  • providing recommendations and guidance to management and analyze the use of new technology. The data provided is needed to prevent and detect fraud and abuse of DHS public assistance programs and to assist in the documentation of audit findings.
  • supporting Medicaid, including FoodShare, data analysis including data definition, extraction, report development, report definition and review.
  • developing, justifying, producing and evaluating appropriate options.
Salary Information

The starting pay is between $43.51 and $47.59 per hour (approximately between $90,500 and $99,000 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as an IS Business Automation Specialist and is in pay schedule and range 07/33.

Job Details

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to both a private workspace and secure high-speed internet for remote work option. Mileage reimbursement to the employee's headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.

Qualifications

Minimally qualified applicants will have all of the following:

  • Experience working with large datasets, including the ability to extract, clean, manipulate, and analyze complex raw data.
  • Experience with healthcare claims data including the various elements of claims processing.
  • Experience with fraud, waste, and abuse in public programs.
  • Experience with data analysis tools and programming languages such as Python, R, SAS and/or SQL.

Well-qualified applicants will also have one or more of the following:

  • Experience with Medicaid data.
  • Experience creating dashboards that are leveraged by end users with limited data experience.
  • Experience with Durable Medical Equipment billing, hospital billing, or specialized medical vehicle billing.
