Airport Public Safety & Security Senior Manager

Examples of Duties

Dependent upon service area, may manage and direct staff to maintain efficient workflows, ensuring productivity and high-quality outcomes. Develop, implement, and evaluate operational strategies, procedures, and best practices to improve efficiency and effectiveness. Monitor performance metrics and identify opportunities for process improvement. Collaborate with leadership and cross-functional teams to support departmental initiatives. Perform other job-related duties as required.

Minimum Qualifications

Bachelor's degree required. Substitution: Two (2) years of any equivalent combination of education, training, and experience may substitute for each year of college education lacking. Six (6) years of full-time management experience required. Four (4) years of demonstrated leadership experience. Strong critical thinking and analytical skills, with the ability to identify process inefficiencies and implement effective solutions. Excellent written and verbal communication skills. Valid State of Ohio Driver's License required.

Additional Requirements:

  • Demonstrated experience with oversight of an ASP and skills in security for a large commercial facility with oversight of regulatory compliance of Federal regulations is required.
  • A working knowledge of relevant Federal Aviation Regulations TSA regulatory compliance requirements.
  • Must successfully complete a Transportation Security Administration (TSA) 10-year fingerprint based Criminal History Records Check and employment background check and Security Threat Assessment.
  • Must be able to pass a pre-employment physical and drug test.
  • NIMS and ICS certifications for General Employee tier and any assigned working groups must be completed within six months of employment and complete additional or refresher trainings as required.
  • Must have a demonstrated ability to work in a diverse and inclusive environment that fosters non-discrimination.
  • Must have an understanding of business operations and processes.
  • Possess strong interpersonal skills, ability to work with a diverse number of people, such as executives, managers, suppliers, vendors, and various City of Cleveland representatives.
  • Must be computer proficient in the Microsoft Office Suite, especially MS Excel and MS PowerPoint.

Preferred Qualifications:

  • Accreditation(s) from American Association of Airport Executive (AAAE) and/or International Airport Management Accreditation Program (AMPAP) preferred but not required.

Duties & Responsibilities

The Senior Manager of Airport Public Safety & Security provides strategic leadership, operational oversight, and cross-agency coordination for all airport public safety and security functions, including Aircraft Rescue and Firefighting (ARFF), Airport Police, Security Operations, Safety Management Systems (SMS), and Emergency Management Systems (EMS). This role ensures that the airport's safety, security, and emergency response programs meet or exceed federal regulatory requirements, industry best practices, and the airport's commitment to operational excellence. The Senior Manager leads a diverse team of professionals and works closely with local, state, and federal partners to maintain a safe, secure, and resilient airport environment.

Leadership & Strategic Oversight

  • Provides executive direction for ARFF, Security Operations, Airport Police, Safety Management Systems, and Emergency Management divisions.
  • Develops unified goals, policies, and performance standards across all public safety and security functions.
  • Fosters a collaborative, mission-driven culture focused on prevention, rapid response, and continuous improvement.
  • Serves as a principal advisor to senior leadership on all matters related to public safety, emergency preparedness, and regulatory compliance.
  • Builds effective partnerships with FAA, TSA, FBI, DHS, local law enforcement, and fire departments to coordinate joint initiatives and mutual aid responses.

Regulatory Compliance & Operational Readiness

  • Ensures compliance with FAA Part 139, 14 CFR Part 1542, NFPA, NIMS, and ICS standards.
  • Oversees ARFF operations including training, equipment readiness, and response capability.
  • Directs the Security Division's access control, badging, and perimeter protection programs.
  • Oversees the Airport Police Bureau ensuring professional law enforcement, crime prevention, and emergency response aligned with airport policy.
  • Manages Safety Management System (SMS) implementation, ensuring proactive hazard identification, risk analysis, and mitigation.
  • Leads Emergency Management Systems (EMS) preparedness, response, recovery, and continuity planning.
  • Coordinates annual emergency tabletop and full-scale exercises, ensuring inter-agency compliance and after-action reporting.

Crisis & Incident Command Leadership

  • Serves as a primary member of the Airport Incident Command Team and key liaison during emergency events.
  • Coordinates with operations, maintenance, and communications teams for integrated emergency response.
  • Provides executive guidance during incidents, ensuring effective resource deployment and public communication.
  • Leads post-incident reviews to evaluate response effectiveness and implement corrective actions.

Technology, Innovation & Data

  • Implements modern security and safety technologies including advanced access control systems, CCTV analytics, and real-time situational awareness platforms.
  • Promotes technology-based reporting, data collection, and trend analysis within ARFF, police, and safety management programs.
  • Integrates digital dashboards and KPI monitoring for compliance, training, and response metrics.
  • Evaluates and introduces innovative solutions to strengthen security posture and emergency readiness.

Financial & Contract Management

  • Develops and manages operating and capital budgets for ARFF, police, and security operations.
  • Oversees contracts for security systems, alarm maintenance, camera networks, and emergency management tools.
  • Monitors financial performance to ensure responsible stewardship of resources and compliance with procurement standards.

Training & Workforce Development

  • Ensures all public safety personnel receive training that meets or exceeds FAA, NFPA, and law enforcement standards.
  • Promotes cross-training and professional development to enhance coordination among ARFF, police, and security staff.
  • Leads workforce planning and succession initiatives to maintain operational readiness across all public safety units.
