Background
The work of the Programme Office in Bishkek (POiB) focuses on a range of security issues, including countering terrorism, border security and transnational threats such as human trafficking, to developing the country's regions, strengthening efforts to combat corruption on all levels, as well as supporting the reform of the justice sector, implementation of election reform, gender equality and building open and resilient societies.
The post is located in the Security Section within the Office of the Head of Mission (OHoM). The Section is responsible for ensuring the safety and security of POiB staff, assets, and operations by conducting regular safety and security exercises and drills, providing briefings and training, and managing access control and the overall security of office premises. It ensures that all security measures and protocols are implemented and observed in full compliance with OSCE guidelines and international security standards. The Section's core activities include oversight of access control, surveillance, emergency preparedness and response, and incident management to maintain a safe and secure working environment for all POiB personnel.
Main Purpose
To co-ordinate day-to-day front-desk security operations and provide technical and administrative support to ensure the physical safety and access control of the OSCE premises in Bishkek, as well as the effective delivery of guard services. The Senior Security Guard ensures the optimal functioning of all physical security systems and equipment, contributes to emergency preparedness, and supports the implementation of internal security policies and procedures. The incumbent also provides operational guidance, oversees front-desk activities, and makes recommendations for enhancing the Mission's overall security infrastructure.
Working under the direct supervision of the National Security Officer, the Senior Security Guard maintains access control systems, prepares and manages security duty and leave rosters, supervises security guards during shifts, and, based on the instructions of the National Security Officer, prints ID cards and driving permits.
Work Relationships
The Senior Security Guard reports directly to the Security Associate (G6), while National Security Officer (NP2) serves as the second-level supervisor.
The Senior Security Guard maintains internal contacts with all mission members to exchange routine information and with all members of the Security Team to share security-related updates, co-ordinate operations, address concerns, ensure adherence to established protocols, and provide updates on the overall security situation. External contacts include representatives of local law-enforcement bodies, emergency services, and security contractors, for the purpose of co-ordinating on security matters, responding to incidents, and ensuring a cohesive and effective approach to maintaining safety and security. The work involves frequent contact with visitors to the POiB premises.
Tasks And Responsibilities
Under the overall supervision of the Security Associate (G6), the successful candidate will be tasked with the following duties:
- Conducting regular patrols of the premises and promptly reporting any suspicious activities or security breaches; performing fire and safety inspections and identifying or reporting technical issues related to emergency equipment; maintaining and testing emergency systems to ensure operational readiness; reporting building maintenance issues identified during patrols to the building management team; ensuring staff familiarity with relevant safety and evacuation protocols; responding promptly to incidents; and ensuring that after-hours events comply with OSCE security regulations while providing necessary on-site support.
- Supervising the main entry point of the premises, managing access control, monitoring CCTV and alarm systems, verifying identification, and screening visitors and staff when required; co-ordinating security guard duties at the front desk, including the preparation of monthly duty schedules and annual leave plans; printing OSCE POiB identity cards and driving permits in accordance with established internal protocols; and ensuring proper handling of property removal authorizations, maintaining daily visitor logs, and safeguarding access records.
- Assisting in the planning, co-ordination, and execution of emergency drills and evacuation procedures; liaising with police, fire, and medical services during emergencies; maintaining situational awareness of local security developments; supporting internal security audits; and contributing to the continuous improvement of security procedures and standards; handling confidential information responsibly and ensuring that access is granted only to authorized personnel.
- Providing security support for senior officials, delegations, and official events as assigned; preparing security reports, logs, and situational updates for the National Security Officer; and ensuring the operational readiness of all communication and emergency equipment.
- Preventing attempted break-ins in the event of a burglary, when possible, and immediately reporting such incidents to law enforcement authorities; ensuring that all such cases are reported without delay to the National Security Officer.
- Participating in security assessments to identify vulnerabilities, proposing effective mitigation measures, and taking part in training sessions and security drills.

Necessary Qualifications
- Completed secondary education supplemented by specialized training in police or security services.
- A minimum of three (3) years of working experience (2 years with a first-level university degree or 1 year with a second-level university degree) in the field of security, police, or military;
- Good physical condition;
- Knowledge of security rules and regulations, and ability to operate communication and emergency equipment;
- Computer literacy with practical experience in Microsoft Office applications;
- Ability and willingness to work as part of a team with colleagues of different cultural and religious backgrounds, genders, and diverse political views, while maintaining impartiality and objectivity;
- Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into daily tasks and activities. Good physical condition;
- Excellent oral and written communication skills in local languages (Russian/Kyrgyz) and working knowledge of English.
Remuneration Package
Monthly remuneration, subject to social security deductions is Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
