The New York City Housing Development Corporation (HDC) is a public benefit corporation and the nation's largest municipal Housing Finance Agency. HDC's programs support the construction and preservation of multi-family affordable housing in New York City.      Area of Talent:    IT Application Development Position Type:     Full Time/Exempt  Salary Range:       $165,000 - $180,000  Office Location:  NYC/Financial District    Position Summary:  The New York City Housing Development Corporation (HDC) is looking for a Director of Application Development to join the IT team. This role combines both management responsibilities and a broad range of hands-on technical work. The candidate should have a strong interest in managing a high-performing team, including having strong communication skills, providing guidance and mentorship to more junior team members, and working and communicating with senior management across the organization. HDC has a growing portfolio of low-code applications, primarily in Microsoft Dynamics, but also including other Microsoft Power Platform components and technologies, and various form-building tools. Going forward, HDC anticipates continuing to focus on rapid, agile development using low-code software solutions to automate business processes. In addition, there is a need for data to flow between applications using various methods, including integrations, workflows, web services, micro services or the appropriate equivalent. The successful candidate is expected to be proficient at forming an application development strategy that will support existing applications, meet new business needs, and position the organization for efficient growth across all business departments.     Job Responsibilities:
  • Manage a small but growing team of software development professionals
  • Provide leadership to the team by providing technical guidance, mentoring junior team members and providing opportunities for professional and technical growth
  • Build a high-performing team by quickly delivering applications to automate business processes
  • Develop business solutions using low-code tools and forms builders
  • Create and support business process automation projects across a variety of business departments at HDC
  • Understand a wide range of technologies and software development techniques in order to deliver quick, creative solutions that are easy to maintain
  • Oversee the maintenance of existing custom web applications in VB.Net and C#.Net and plan for their migration to the latest frameworks
  • Understand methods and techniques that facilitate the flow of data between business applications and integrate these features into existing and newly developed applications
  • Present solutions and implementation plans to the various HDC business groups and senior and executive leadership
Required Qualifications:
  • Bachelor's degree in a related field; 10+ years of professional experience in software development; or a or a satisfactory combination of education and/or experience equivalent to the aforementioned qualification.
  • Management experience
  • Strong experience with low-code development tools.
  • Hands-on experience in web development technologies, including: .NET, SQL, Javascript.
  • Strong communication skills to collaborate effectively with all project stakeholders and participants, including executive management.
  • Excellent problem-solving skills with attention to detail.
   Preferred Qualifications: 
  • Microsoft Dynamics and Power Platform experience
  • Experience with web front end tools such Angular and Telerik toolkits
  • Experience with a variety of scripting and programming languages
  • Optimizing applications for running in the cloud
  • Agile experience
  • Ability to embrace change and explore new technologies, including the use of AI in workflows
  • Experience working in finance or real estate a plus
