Overview

is seeking a highly skilled and specialized
Chief Estimator
to lead all estimating and preconstruction operations within its
Water and Wastewater Division
.

This is a strategic leadership role for an estimator with deep technical expertise and proven experience managing pursuits for
complex treatment plant and process facility projects
ranging from
$5M to $300M+
. The Chief Estimator will work closely with executive leadership, project management, and clients to drive estimating excellence, enhance accuracy, and strengthen the company's competitive position across municipal and industrial water markets.

Key Responsibilities

  • Lead and manage all estimating functions for
    water and wastewater treatment
    projects across multiple delivery methods (Design-Bid-Build, CMAR, Design-Build).
  • Oversee the preparation, review, and final approval of detailed cost estimates and bid proposals.
  • Develop and implement estimating strategies, systems, and best practices to ensure consistency and accuracy across pursuits.
  • Build and mentor a high-performing estimating team, fostering collaboration and technical growth.
  • Evaluate project risks, schedule impacts, and constructability considerations during the preconstruction phase.
  • Collaborate with business development and project executives to identify, pursue, and secure new work.
  • Represent the company in pre-bid meetings, client presentations, and subcontractor outreach sessions.
  • Partner with field operations to ensure estimates align with execution strategies and resource planning.

Qualifications

  • 15+ years
    of direct estimating experience with a
    general contractor
    in the
    water and wastewater treatment
    sector.
  • Proven history managing large-scale projects from
    $5M to $300M+
    in value.
  • Advanced knowledge of treatment process systems, concrete structures, mechanical and electrical scopes, and utility work.
  • Strong leadership experience overseeing teams and managing multiple concurrent bids.
  • Proficiency in industry-standard estimating software and Microsoft Office tools.
  • Excellent communication and presentation skills with the ability to represent the company to clients and industry partners.
  • Bachelor's degree in
    Construction Management, Civil Engineering, or related discipline
    .
