Director of Information Technology

Position Summary:
This is an executive leadership position responsible for driving enterprise-level innovation, modernization, and strategic oversight of the District's entire technology network. This role ensures all technology initiatives align with District strategy and goals. The Director will lead digital transformation efforts, architect strategic road maps, and modernize legacy systems to enhance operational efficiency, security posture, and service delivery across all District departments.
Essential Functions:
- Provide executive-level guidance and leadership, overseeing the day-to-day operations of all technology support functions for the District, including cybersecurity, incident response, network administration, application development, data science, and project management.
- Implement short and long-term strategic technology plans, developing best practices in service-oriented IT delivery for the District.
- Direct the collection, review, and analysis of all District information technology budget requests, ensuring fiscal compliance and efficiency.
- Monitor and track the spending of IT appropriations across all District departments.
- Lead the development and implementation of recommended IT policies for the District, focusing on areas like cybersecurity, artificial intelligence, data management, and cloud migration.
- Ensure all technology requests and project proposals comply with the District's strategic IT goals and enterprise-wide technology standards.
- Serve as the principal contract manager for all District IT-related procurements, negotiating and preparing statements of work for systems implementation services and directing operations to improve cost-effectiveness and service quality.
- Provide technical oversight and guidance relating to the District's key enterprise technology systems, which may include fleet, building management, procurement, human resource/payroll, and other core operational systems.
- Coordinate high-priority, cross-departmental IT initiatives or projects as directed by District leadership.
- Oversee the administration of the District's enterprise content management and process management systems, managing workflows for employees across all departments.
- Provide recommendations for the improvement of internal processes and procedures.
Other Duties:
- Perform or assist with any operations, as required to maintain workflow and to meet schedules and quality requirements.
- Participate in any variety of meetings and work groups to integrate activities, communicate issues, obtain approvals, resolve problems and maintain specified level of knowledge pertaining to new developments, requirements, and policies.
- Perform other related duties as assigned.
Competency:
- Knowledge of executive leadership and management of a complex, enterprise-level technology ecosystem.
- Knowledge of strategic planning, digital transformation, and modernization of legacy systems.
- Knowledge of budget and resource management, including fiscal compliance and efficiency.
- Knowledge of oversight of technology support functions, including cybersecurity and network administration across multiple buildings.
- Knowledge of vendor management, contract negotiation, and technology procurement. Knowledge of best practices relating to leading teams in application development, data analytics, and cloud computing.
- Knowledge of formulating and implementing policies and administrative procedures.
- Demonstrated proficiency in Executive Leadership, Strategic Planning, Budget & Resource Management, Policy Development, Contract Negotiation, and Vendor Management.
- Strong technical prowess in a broad spectrum of technologies.
- Demonstrated proficiency managing multiple, competing technology projects while meeting commitments.
- Excellent positive listening, oral, and written communication skills.
Education/Experience Requirements:
- A bachelor's degree with a concentration in Information Technology, Information Systems, Business Administration or the equivalent is required.
- A current Project Management Professional Certificate is preferred, with preference being given to candidates with additional certifications in public sector contract management or an equivalent field.
- Ten years of progressively responsible experience in public sector leadership, with not less than three years of executive-level technology leadership with demonstrated experience in strategic IT planning, fiscal oversight, and the modernization of legacy technology systems for a large-scale, public-sector environment is required.
- Regular, dependable attendance required.

Driving Requirements:
Must possess a valid Florida State Driver's license and maintain eligibility under the District's commercial vehicle program.
Physical Demands:
While engaging in the duties of this position the Employee performs lifting and/or carrying of up to 20 lbs. occasionally and 10 lbs. frequently. Employee sits constantly. Employee stands and walks occasionally. Employee occasionally bends/stoops/crouches and pushes/pulls. Employee uses their hand(s)/arm(s) to reach in any direction and seize, grasp, hold and turn object using hand(s). Employee uses fingers, versus whole hand, to pick, pinch and feel objects. Employee sees, talk and hear as they communicate with others in person, electronically or by phone. Employee will operate motor vehicle(s) that involve the use of hand/foot controls.
Pay: $159, $213,200.00 per year
