Responsibilities
We are seeking a Lead Engineer to serve as Technical Lead on a professional support services contract team in support of the Surface Ship Maintenance, Modernization and Sustainment (SEA 21) Directorate within the Naval Sea Systems Command (NAVSEA) headquarters at the Washington Navy Yard. You will be responsible for enabling the successful execution of a five-year task order supporting the Navy's surface fleet maintenance and modernization efforts, ensuring our team delivers high-quality, compliant support to critical naval operations. The key Technical Lead position supports the PMS 421 Large Surface Combatant Modernization & Sustainment Program Office which leads and integrates surface ship modernization policy, planning, and execution of new technology initiatives and systems into CG-47, DDG-51, DDG-1000 Navy ships and AEGIS Ashore platforms to enhance their combat capabilities. This position requires extensive experience in naval engineering with a focus on surface ship systems.

The PMS 421 Technical Lead plays a vital role in supporting the management and execution of readiness and sustainment initiatives for the Navy's surface fleet, and supports the SEA 21 mission of integrating maintenance strategies, modernization plans, training needs, and technical, logistics, and programmatic efforts to manage the lifecycle of U.S. and partner Navy surface ships and systems from fleet introduction through transfer or disposal. You will be responsible leading and mentoring a team of geographically dispersed Engineers and Engineering Technicians across multiple locations including Washington DC, San Diego, Norfolk, Mayport, and international sites as part of the overall contract task of coordinating, communicating, and integrating maintenance, modernization, and sustainment performance information in support of the Navy's Surface Warfare Enterprise.

*Responsibilities:*

  • Provide technical leadership for PMS 421 programs related to large surface combatants
  • Oversee and direct engineering teams working on ship modernization and sustainment
  • Directly supervise engineers and technical personnel on the team
  • Analyze, manipulate, or process large sets of data using statistical software
  • Identify business problems or program objectives that can be addressed through data analysis
  • Analyze data to estimate costs and to develop and determine the feasibility of designs and proposals
  • Analyze system performance across ships and plan for the sustainment of those systems
  • Review engineering plans and designs to ensure adherence to specifications and compliance with applicable codes and standards
  • Evaluate performance of ships and systems during testing and trials to determine conformance with design standards
  • Coordinate with shipyard contractors and write reports to track completion of work
  • Prepare technical reports and provide recommendations to NAVSEA leadership
  • Identify and resolve equipment malfunctions in collaboration with manufacturers, field representatives, and shore support activities

Required Qualifications

  • Bachelor's degree in science, engineering, or related field
  • Minimum of 12 years of professional experience supporting the Navy or shipyards that service Navy ships
  • At least 1 year of demonstrated supervisory experience directly overseeing engineers or technical personnel
  • Experience with hull, mechanical, and electrical (HM&E) systems, combat systems, or aviation systems
  • Familiarity with Navy modernization processes, systems engineering, and ship design requirements
  • Active Secret security clearance and US citizenship is required

Desired Qualifications

  • Master's degree in science, engineering, or related field
  • Professional engineer's license
  • 15+ years professional experience, including experience in modernization or lifecycle management programs for Navy ships
  • Experience supporting DoD/DoW components

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
