The City of Pearland, TX is seeking to hire a full-time Budget Analyst to support and improve aspects of the day-to-day operations of our Office of Management and Budget. The Budget Analyst earns a competitive salary of $61,921.87-$78,950.39/ based on experience. Additionally, the city pays all premiums for our employees' dental, long-term disability protection, and life insurance plus the majority portion of the medical premium for employees and their dependents. We also offer a retirement plan through the Texas Municipal Retirement System (TMRS) with a 2:1 employer match, life insurance, disability, access to the city's recreation fitness center, employee assistance program, educational assistance, 11 paid holidays and 2 designated paid holidays, paid vacation, sick leave, and an active wellness program focusing on physical, mental, and financial health.

A DAY IN THE LIFE OF A BUDGET ANALYST



Job Summary:

The purpose of the job within the organization is to provide assistance to assigned departments in the preparation and oversight of their annual budgets, utilizing historical data, and current year-to-date information and future goals. This position is responsible for some day to day and monthly tax and budgetary requirements.


Essential Functions:

Assists in the preparation of proposed and adopted budget books, including preparing budgets for assigned departments, and application to the GFOA for the Distinguished Budget Presentation Award. Prepares monthly financial reports for submission to departmental leaders such as Director, Deputy Directors, and designated contacts. Reconciles funds; reviews assigned departments' budget performance reports, research variances and prepares correcting journal entries. Assist departments with mid-year projections and development of future fiscal year budgets. Generate multi-year analysis of departmental budget performance, and is able to research and address budgetary questions. Enters data into personnel database to be used for next year's base budget. Approves purchase orders, processes, budget transfers, and/or overrides. Trains/assists departmental partners on the financial system and the budget entry system as needed. Develop an understanding of program/priority budget for introduction and budget reporting with departments.

Additional Duties

Reviews and signs personnel changes reviewing for accuracy against position database Assists in calculating salary adjustments, compensation models, and benefit changes for future fiscal year. Assist in calculating salary projects as part of the budget processPerforms related work as assigned.

Education, Experience, and Licenses:

Bachelor's degree in accounting, finance, public administration or related field. Master's degree preferred.

Four (4) year's of municipal government experience in budget, performance management, or accounting.

Microsoft Suite proficiency: advanced Excel proficiency preferred.

Valid, Class "C" Texas Driver's License
