DESCRIPTION
Under the direction of the Coordinator of the Student Information System, the Programmer Analyst I is responsible for programming, documenting, testing and supporting the implementation of changes in the HCPSS Student Information System. The Programmer Analyst I will work collaboratively with stakeholders to ensure data consistency, integrity and accurate generation and reporting of information as well as create, monitor and modify reports, business process , integrations. The Programmer Analyst will work on many different projects.
The work completed by the Programmer Analyst I supports teachers, families and school-based and central-based staff provide and access student information necessary to create an innovative and accountable learning community.
MINIMUM QUALIFICATIONS
A combination of education and experience may be considered.
Education:
- Bachelor's degree from an accredited college or university .
Experience:
- Three (3) years of experience working in enterprise applications , front-end and back-end development and implementation .
PREFERRED QUALIFICATIONS
Bachelor's degree from an accredited college or university in Computer Science, Mathematics, Statistics, Information Technology, or a related field.
Experience in writing and optimized SQL queries.
Proficient in Microsoft SQL Server, including latest features.
Experience with preK-12 systems and developing for Enterprise Applications, such as Student Information System ( SIS) or Data Wa rehouse (DW) platforms.
Experience with version control system(s) – GitHub.
ESSENTIAL POSITION RESPONSIBILITIES

Develops, implements, supports, and maintains schema/data models, data access, database objects, security, backup/restore, and disaster recovery.
Translates requirements into data model specifications, maps data, designs, and develops the necessary modules.
Leverages enterprise SQL queries and other tools to develop interfaces and reports .
Develops/Programs, maintains , optimizes , tests, automates, and streamlines maintenance and application development efforts.
Troubleshoots problems in real-time and diagnoses the root cause.
Support the development and execution of projects, project plans, and team activities.
Communicates changes and progress with various stakehol ders.
Organizes and manages several tasks or projects with concurrent time-sensitive deadlines .
Ensure the quality assurance procedures and best practices are followed.
Works collaboratively and cross-functionally with stakeholders to ensure data consistency, integrity, and accurate generation for reporting and analytics of information.
Clearly communicates technical concepts to both technical and non-technical audiences .

Knowledge of PowerShell scripting and development using AWS tools and services.
Knowledge of C# .NET, including ASP.NET Web API, Web Forms, and MVC frameworks.

Knowledge of database architecture and data lifecycle management.
Skill in data transformation, database design, and data management, including modeling, development, troubleshooting, and performance optimization.

Skill with analytical and problem-solving capabilities in complex data environments.
Ability to think critically and logically when managing multiple tasks and workflows.
Ability to prioritize competing demands while maintaining attention to detail and quality.
ADDITIONAL REQUIREMENTS
Working Hours
The duty day for this position is eight hours including a one-hour duty-free lunch.

SELECTION CRITERIA
Applicants who meet the minimum qualifications will be included in further evaluation. Interviews will be limited to those applicants who, in addition to meeting the basic requirements, have experience and education which most closely match the position qualifications and the needs of the school system.
EMPLOYMENT INFORMATION
Compensation
This is a 12 -month per year position in the Howard County Education Association, Educational Support Professionals (HCEA-ESP) employee unit. The current salary range for this position is Grade 2 5 on the Technical Central Office and School Based salary scale, $ 87,280 - $1 38,433 . Step placement will be in accordance with the salary procedures of the Howard County Public School System and the HCEA-ESP Master Agreement which considers relevant prior experience. Under the Fair Labor Standards Act, this position is exempt from overtime.
Telework Program
This position requires work onsite and is also eligible for a hybrid telework schedule after the first 60 duty days. Telework schedules will be determined by the depart ment and/or supervisor. Telework durin g the probationary period will be subject to approval and based on the needs of the department and the school system.
Retirement
Membership in the Maryland State Retirement Agency (MSRA) pension plan is a mandatory condition of employment for all employees who meet the eligibility and membership criteria defined in the State Personnel and Pensions Article and the Code of Maryland Regulations (COMAR). A qualifying employee cannot reject membership, nor can an ineligible employee elect membership. The annual contribution to the pension plan will be 7% of an employee's annual salary .
