Water Resources Manager

Looking for a senior, hands-on Water Resources Project Manager (Chantilly, VA) who can lead people and projects across stormwater, floodplain, and dam work. The role combines technical leadership (QA/QC, H&H modeling), project & contract management (proposals, billing, AWAs), client/regulator coordination, and business development. A VA PE and 10+ years' experience are core requirements.
Purpose of the role
- Lead the Water Resources Team's operations and projects, working directly with the Director of Water Resources to grow and strengthen the practice.
Project oversight (day-to-day technical work)
- Review concept plans and construction documents for stormwater and related systems.
- Review hydrology & hydraulics (H&H) models for floodplain and dam analyses.
- Review technical reports and permit submittals to ensure they meet regulations and standards.
Quality assurance / quality control (QA/QC)
- Perform final QA/QC on drawings, permit packages, certifications and other deliverables before submission.
- Improve and standardize internal design processes and checklists to reduce rework and regulator comments.
Team leadership & people management
- Manage, mentor, and coordinate multiple project managers and design engineers.
- Delegate tasks, set schedules and workplans, and ensure team meets deadlines across multiple concurrent projects.
Regulatory expertise & coordination
- Research and apply local/state regulatory codes, manuals, and standards.
- Meet and coordinate with regulators (local, state) to resolve comments and move projects to approval.
Modeling & technical toolset
- Expect regular use and review of HEC-RAS, HEC-HMS, HEC-1, HY-8, Flowmaster (they explicitly list these).
- Candidate should be able to read, validate, and interpret model outputs and assumptions.
Construction administration
- Lead construction admin activities: respond to RFI's, review submittals, and perform site coordination and inspections as needed.
Contract & business management
- Lead or support proposals, prepare additional work authorizations (AWAs), manage billing and negotiations.
- Support business development and client management—keeping clients satisfied and expanding work scope.
Geographic/regulatory scope
- Strong foundation in Virginia (required). Experience in Maryland and DC is preferred — ability to adapt to jurisdictional differences is important.
Required core qualifications & traits
- 10+ years' relevant experience; Bachelor's in civil engineering (or similar).
- Professional Engineer (PE) licensed in Virginia, and ability to get licensed in other states if required.
- Strong verbal and written communication, organization, attention to detail, and analytical/math skills.
- Self-motivated, able to juggle multiple projects, and demonstrated team leadership.
