Purpose

The purpose of this classification is to provide technical work processing crime scenes police evidence identification and collection for the City of Daytona Beach's Police Department.

Education; Training and Experience

Associate's degree in forensic science or closely related field along with two (2) years of experience working as a crime scene investigator OR bachelor's degree in forensic science or closely related field. Will be required to obtain certification as a crime scene investigator through the International Association for Identification (IAI) within one year after becoming eligible.

Possession of or ability to obtain and maintain a valid Florida Driver's License within thirty (30) days of employment.

Job Description

ESSENTIAL FUNCTIONS

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Process and photograph crime scenes to include the identification, documentation, collection, preservation, and submission of evidence.

Take measurements of crime scene, process and reconstruct crime scenes including trajectory analysis, blood stain pattern analysis, and diagramming of the scene.

Photograph, digitally record, and laser scan crime scenes and evidence.

Process evidence for DNA and fingerprints.

Collect, identify, and preserve physical evidence under conditions that may be disagreeable or unpleasant. It is essential that the process of retrieving physical evidence be conducted in strict accordance with approved procedures to eliminate the agency's liability exposure.

Process evidence collected and submitted by other personnel in the Department.

May assist in the proper removal of bodies and human remains.

Attend autopsies to collect evidence.

Perform various clerical tasks dealing with evidence collection and identification to include, but not limited to, completion of FDLE lab submittal forms, classification of mug shot photographic, construction of photographic line-ups, crime scene reports, etc.

Prepare those documents as required and needed for court presentations.

Maintain detailed filing system of required records, reports, etc.

Maintain supplies for crime lab and crime scene vehicle.

Train agency personnel in latent print processing, basic photography, and other crime scene techniques as necessary.

Provide technical testimony in criminal court cases.

Respond to crime scenes as necessary and be available on call including weekends and holidays.

Work independently, requiring minimal supervision.

Maintain accurate records as well as sensitive information and materials.

Respond to and process violent crime scenes, with exposure to body fluids and wastes.

Prepare photographic line-ups for agency personnel.

Prepare a written monthly report that summarizes activity.

Functional Reasoning: Requires ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.

Situational Reasoning: Requires the ability to exercise the judgment decisiveness and creativity required in situations involving evaluation of information against measurable or verifiable criteria.

ADA COMPLIANCE

Physical Ability: Tasks require ability to drive. Tasks involve the ability to exert moderate though not constant physical effort typically involving some combination of climbing and balancing, stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight pounds).

Sensory Requirements: Tasks require acceptable eyesight with or without corrections and hearing with or without aid. Some tasks require visual perception and discrimination.

Environmental Factors: Works inside in an office environment and outside in various weather conditions and stressful conditions. Tasks are regularly performed without exposure to adverse environmental conditions such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery vibrations, electric currents, traffic hazards, toxic agents, violence, disease or pathogenic substances.

PERFORMANCE INDICATORS

The work performance of non-supervisory personnel of the City of Daytona Beach is routinely evaluated according to the performance criteria outlined herein:

Knowledge of Job: Is knowledgeable in the methods policies and procedures of the Department pertaining to specific duties of the Crime Scene Technician. Is knowledgeable of rules of evidence and techniques involving the collection and preservation of evidence. Is knowledgeable of photography the various methods of printing, developing and enlarging negatives and fingerprint classification practices and required equipment. Has experience using personal computer or word processors. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has thorough knowledge of the organization of the City and of related departments and agencies. Has knowledge of modern office practices and equipment. Has knowledge of proper English usage, vocabulary, punctuation and spelling; has knowledge of basic mathematics. Is able to type accurately at a rate sufficient for the successful performance of assigned duties. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is skilled in applying responsible attention to detail as necessary in preparing reports and correspondence. Is able to read and interpret various materials pertaining to the responsibilities of the job. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to offer assistance to fellow employees as necessary. Has the ability to learn and utilize new skills and information to improve job performance and efficiency.
