Position Overview
PACO Group (PACO) is seeking an experienced
Risk Manager
to oversee the identification, quantification, and mitigation of project risks on major transportation and infrastructure programs. The
Risk Manager
will be responsible for developing and maintaining the Project Complexity and Qualitative Risk Assessment (PCQRA) and performing Quantitative Risk Assessments (QRA) for both cost and schedule in accordance with client standards and contractual requirements. This position will support ongoing project delivery efforts with agencies such as the Metropolitan Transportation Authority (MTA), Port Authority of NY & NJ (PANYNJ), NJ Transit, Amtrak, DDC, and other regional public owners.

Key Responsibilities And Duties

  • Develop and manage a comprehensive Risk Management Plan in alignment with client (e.g., MTA C&D) standards and project requirements.
  • Facilitate risk identification and analysis workshops with project stakeholders, including client representatives, design consultants, and PACO controls staff.
  • Develop and maintain a detailed Risk Register for each project, capturing probability, impact, mitigation strategies, and residual exposure.
  • Conduct Quantitative Risk Assessments (QRA) using Monte Carlo simulation tools to quantify cost and schedule uncertainties and determine contingency allowances.
  • Prepare quarterly risk-based contingency updates and integrate outcomes into project baselines, forecasts, and performance dashboards.
  • Coordinate with estimating and scheduling teams to ensure cost, schedule, and risk data are fully integrated.
  • Analyze design, environmental, procurement, and construction-phase risks to support decision-making at major milestones (e.g., IPB, Updated Baseline, RFP).
  • Support procurement evaluations by reviewing proposer risk strategies and alternative technical concepts.
  • Provide narrative summaries and visualizations of key risks, trends, and mitigations for bi-weekly, monthly, and executive-level reports.
  • Collaborate with project leadership to ensure proactive risk identification, effective communication, and timely implementation of mitigation measures.

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Controls, or a related discipline.
  • Minimum 8 years of relevant experience in infrastructure or transportation risk management.
  • Proven ability to develop, manage, and maintain comprehensive Risk Registers across large, multi-phase programs.
  • Strong understanding of AACE International Risk Management frameworks (e.g., RP 57R-09, RP 62R-11).

Preferred Qualifications

  • Demonstrated experience working in the transportation, infrastructure, or public-works environment—including transit, roadway, bridge, tunnel, aviation, marine, port, or facility programs—is strongly preferred.
  • Certification in Project Management (PMP) or Risk Management (RMP, DRMP, or PMI-RMP) preferred.
  • Experience supporting major design-build or alternative-delivery projects.

Skills And Competencies

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook, SharePoint, Teams) and basic familiarity with safety management software/tools.
  • Demonstrated experience performing Quantitative Risk Assessments (QRA) using Monte Carlo simulation tools such as Primavera Risk Analysis, @RISK, or Safran Risk.
  • Strong quantitative and problem-solving abilities with attention to detail and accuracy.
  • Ability to lead collaborative sessions, manage multiple tasks, and deliver results under tight deadlines.
  • Excellent interpersonal and presentation skills to communicate complex topics to technical and non-technical audiences.
  • Commitment to fostering a culture of risk awareness, transparency, and continuous improvement.
  • Excellent analytical, organizational, and written communication skills.

Work Environment And Schedule

  • Ability to handle field assignments and travel between job sites as required within the New York/New Jersey area.
  • Full-time position with hybrid or on-site options depending on project assignment.
  • Occasional travel may be required for meetings, site visits, or team coordination sessions.
  • Work may involve engagement with clients and subcontractors across multiple facilities or regions.

Compensation

  • The good-faith salary range for this position is $65-$75 per hour, depending on experience, qualifications and client requirements.
  • Candidates with greater depth of experience or specialized expertise may fall toward the higher end of the range, and exceptional candidates may be considered for compensation outside of this range, consistent with client budget and company policy.
