Position Summary

Performs advanced managerial work providing direction and guidance in strategic operations and planning. Work involves directing the DIR-A Procurements staff, and overseeing procurements and contracts for internal agency services, products, and equipment. Establishes strategic plans, goals, and objectives; develops policies; reviews guidelines, procedures, rules, and regulations; establishes priorities, standards, and measurement tools for determining progress in meeting goals; coordinates and evaluates program activities and reviews and approves budgets. Plans, assigns, and supervises the work of others. Ensures compliance with current procurement and contracting policies and regulations and ensures state procurement procedures are followed. Works under minimal direction of the Deputy Chief Procurement Officer with extensive latitude for the use of initiative and independent judgement.

  • Directs program activities for the DIR-A Procurement department; assigns, supervises, and evaluates the work of department staff; includes conducting timely performance evaluations. Coordinates major procurements and contract management on behalf of the Chief Procurement Office for internal agency services, products and equipment.
  • Develops and implements techniques for evaluating program activities and identifies the need for change or improvement of program areas.
  • Develops and establishes goals and objectives consistent with the agency's strategic plan. Reviews guidelines, procedures, rules, and regulations; and monitors compliance. Ensures compliance with current procurement and contracting policies, regulations, and procedures.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Represents the agency at business meetings, hearings, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Reviews and approves management, productivity, and financial reports and studies. Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Reviews and analyzes legislation related to contracting.
  • Performs other work-related duties as assigned.

QualificationsEducation

  • Graduation from an accredited four (4) year college or university with major course work in business, information technology or a related field.
  • Additional work-related experience may be substituted for education on a year-for-year basis (High-school diploma required.

Experience and Training Required

  • Eight (8) years of experience in developing and implementing procurement/contract management-related processes, participating in, and developing solicitations, managing procurement projects, interacting with business units and legal counsel, and conducting vendor discussions; includes post-award contracting activities including monitoring vendor performance for contract compliance.
  • Four (4) years of progressively responsible experience leading, supervising or managing staff activities.
  • Experience in the oversight and direction of statewide strategic information technology contracts.

Experience and Training Preferred

  • In-depth experience in and knowledge of information technology contract management and negotiations and its application in the public sector
  • Experience in IT contract development, evaluation, and management
  • Experience in performing IT related complex contract negotiations.
  • Experience in developing IT requests for proposals (RFPs)
  • Experience in IT contract management/negotiations for all customer segments, e.g., state agencies, universities, counties, cities, and independent school districts
  • Experience working in a for-profit or cost recovery operation.
  • Certified Texas Contract Manager (CTCM) certification
  • Certified Texas Contract Developer (CTCD) certification

Certifications / Licenses

  • Certification as a Certified Texas Procurement Manager (CTPM) must be obtained within one-year (1) of employment if not already certified, unless otherwise approved by supervisor.

  • In-depth knowledge of State of Texas procurement laws, regulations, rules, policies, and procedures
  • Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
  • Knowledge of negotiation strategies and techniques, of contract administration and cost monitoring for large scope or high-dollar contracts; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of federal or state funds.
  • Skill in establishing plans and setting objectives and goals that support an overall business strategy.
  • Demonstrated ability to work on concurrent tasks while effectively prioritizing and coordinating work assignments.
  • Ability to direct and organize program activities; to establish program goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports.
  • Ability to effectively lead and manage a team; includes motivating team members, driving individual and team productivity, providing guidance and direction, setting clear expectations, having difficult conversations, and making difficult decisions.
