Associate General Counsel

FULL-TIME

The Associate General Counsel (AGC) will handle a wide range of risk and compliance matters for the clinical and non-clinical departments in the organization, including Medical and Nursing Services, People and Culture, Finance, Information Technology, Research, Real Property Management, Development, and External Affairs.

The AGC will report directly to the General Counsel and will be responsible for providing a high level of administrative and organizational support to the Office of the General Counsel.

The AGC will also serve as a thought partner and collaborator with the General Counsel on developing and improving systems for knowledge management, project tracking, contract review, and other critical initiatives.

ESSENTIAL FUNCTIONS

  • Respond to legal and compliance inquiries from within the organization, and from external inquiries that relate to the obligations of the organization.
  • Draft legal briefs for internal distribution and for submission to external agencies.
  • Draft, review, and negotiate contracts, agreements, and other legal documents to protect the organization's interests.
  • Coordinate with organizational departments to ensure contract compliance.
  • Review and draft updates to organization policies.
  • Review and approve patient and employee records disclosure and subpoena requests.
  • Manage federal, state, and New York City lobbying filings.
  • Provide general administrative support to the GC, including taking meeting minutes, monitoring action items, and follow-up.
  • Develop an understanding of the organization's not for profit mission and programmatic work; attend departmental and inter-departmental meetings to become versed in the organization's work.
  • Assist in overseeing and managing outside counsel for litigation and intellectual property matters.
  • Advise on and assist with corporate transactions.
  • Coordinate with the Compliance Officer to ensure organizational legal and policy compliance.
  • Other tasks and projects assigned by the GC.

REQUIRED QUALIFICATIONS & COMPETENCIES

  • Law school graduate and current admission to the New York State Bar
  • 4-6 years of post-graduate legal experience in a law firm, a New York not-for-profit organization or government agency, interpreting and applying federal, New York State, and New York City healthcare law and policy.
  • Strong work ethic and initiative, and sound and creative judgment.
  • Demonstrated awareness and sensitivity to the needs and concerns of individuals from diverse cultures, backgrounds, and orientations.
  • Willingness to travel throughout the metropolitan New York area.
  • Consistently make sound decisions in a timely manner that is supportive of the organization's mission, core values, and strategic objectives.
  • Ability to work both independently and in collaboration with various and diverse individuals and groups, and a willingness to actively listen and invite different views and opinions across all levels of the organization to build alignment in support of a common goal.

  • Proficiency with Microsoft Outlook, Word, Excel, PowerPoint, and SharePoint.

PREFERRED QUALIFICATIONS

  • Experience working with addiction treatment programs and 42 CFR Part 2.
  • Experience working with New York State agencies: Department of Health, Office of Addiction Services and Supports, Office of Mental Health, and the New York State Justice Center; with federal agencies: Department of Health and Human Services and Drug Enforcement Agency.
  • Experience with federal and New York State labor and employment law.
  • Experience working with union employees and collective bargaining agreements.

SUPERVISORY RESPONSIBILITIES

None.

WORK ENVIRONMENT

Standard office setting with dedicated office space for the Legal and Compliance team and some other positions.
