Position Scope
The Chief Clinical Officer is responsible for providing clinical oversight, program planning, fostering superior quality client care, standardizing clinical protocols, developing clinical strategic goals, program expansion and contributing to the recruitment and retention of clinical staff. Ensures inter-departmental collaboration working closely with the Chief Financial Officer, Director of Operations, Director of Quality, Director of Marketing and Compliance Officer using a balanced and collaborative approach across the Pawnee Mental Health. Partners with referral sources, state/federal agencies and trade organizations to ensure access to care, continuity of care, clinical integration and regulatory compliance. Promotes, explains, drives and enforces productivity standards across all programs of Pawnee Mental Health. Will possess a strong background in project management, clinical quality, and communication strategies. The Chief Clinical Officer is expected to prioritize overall agency's best interests, be an active participant and advisor to the senior management team.
Responsibilities and Qualifications
Clinical Operations
- Oversees the development, implementation, and monitoring of clinical standards for all clinical support employees, beginning within the hiring process and continuing through their entire employment to ensure clinical competency.
- Oversees clinical projects including project formulation, documentation, meetings, agendas, tracking and documentation and ownership of results and impact on Pawnee's clinical operations.
- Identifies, facilitates, implements, and performs on-going evaluation of new programs and service lines including formulation, documentation, meetings, agendas, tracking and documentation and ownership of results and impact on Pawnee's clinical operations.
- In collaboration with others in leadership, develops clinical operations plans; communicates and continuously evaluates plans.
- Develops, plans and implements policies, and regularly updates procedures and protocols to support clinical and other client care services.
- In collaboration with others, regularly conducts annual review and revision of all clinical Policies and Procedure.
- Develops and supports internal controls to ensure that clinical policies and operating procedures are followed, necessary controls are effective and efficient.
- Works with Clinical Directors and Managers to ensure that clients have access to services in a timely manner.
- Verifies adherence of patient referral processes for specialty care, diagnostics and procedures according to health center program compliance standards.
- Develops partnerships, coordinates activities, reviews work, exchanges information, and resolves problems related to clinical competencies; this includes partnering with internal and external stakeholders to ensure highly effective and efficient care delivery that reduces cost, improves quality of outcomes and delivers and excellent client experience.
- Promotes the use and implementation of technology in the workplace in order to streamline operations, facilitate communications, and optimize work processes.
- Ensure clinical programs are in compliance with required standards established by regulatory agencies and agency policy.
- Acts as the Certified Community Behavioral Health Center Project Director for up to 50% of staff's work time.
- Collaborate with clinical program directors to set measurable outcomes for clinical services, establish specific measurable goals and performance indicators, develop and/or revise tools to measure progress, regularly review progress, identify areas where programs excel, develop alternatives in areas that need improvement, identify and eliminate barriers to goal achievement.
- Maintaining all CCBHC standards and quality metrics across all clinical programs and service lines.
Financial Performance:
- Works with the CFO on developing and analyzing department budgets.
- Works closely with the Billing department and Human Resources to monitor the status of provider insurance enrollment.
- Works closely with the Finance/Billing Department to identify errors that generate delays in payment or errors that cause delay in the submission of claims.
- Full ownership, oversight and accountability for:
- Prioritization of establishing caseload related policy including the prioritization of caseload management and regular distribution for all staff in clinical programs on an ongoing basis.
- Prioritization of maintaining and ensuring the highest level of productivity for all participating staff including but not limited to:
- Review and maximization of staff schedules to support optimal productivity.
- Ensuring staff timely closing of notes in accordance with agency policies
- Ensuring supervisor timely approval of staff notes
- Ensuring timely completion of treatment plans for all active clients
- Ensuring timely enrollment of all incoming new referrals in applicable services.
- Regularly holds variance meetings with program directors, managers and supervisors to ensure programs meet productivity metrics identified in the Wage and Salary policy.
Leadership:
- Facilitates and leads regular clinical department meetings in conjunction with the Program Directors.
- Acts as a patient including the dissemination, monitoring and resolution of client care related matters.
- Builds a team, resolves conflicts, and facilitates group interaction both within the team and with cross-departmental teams.
- Enables team to achieve optimal results by providing information, encouragement, and support.
- Facilitates assigned employees' time and attendance cards including requests for Paid Time Off and minimizing overtime.
- Oversees hiring, orientation, and training and development of assigned staff. Provides coaching and counseling utilizing the approved performance feedback tools and methods of Pawnee Mental Health.
- Aligns program goals and services with Pawnee's strategic goals.
- Assume/assign interim direction of clinical programs when director positions are vacant
- Hire, supervise and evaluate a qualified staff and ensure they are trained to meet the needs of Pawnee. Document concerns and provide feedback as necessary.
- Provide leadership and serves as a member of committees and work groups as assigned.
- Advise, consult and serve as a member of the management team in the development and execution of short term and long-range plans based on agency goals, strategic planning and growth objectives.
- Work cooperatively with administrative program directors and their staffs in managing those aspects of clinical service areas.
- Provide and coordinate input on clinical matters related to Pawnee's Electronic Medical Record)
- Attend meetings of the Board of Directors and provide information as requested.
- Participate in community activities that promote awareness of behavioral health issues and that promote the positive image of Pawnee
- Network with State, regional and local health care, mental health care and social services representatives and organizations.
- Performs other responsibilities as assigned.
Requirements
Qualifications:
Required:
- Master's degree in Social work, Psychology, Marriage and Family Therapy, Nursing or other relevant field.
- Kansas license to practice independently as a Qualified Mental Health Professional (QMHP).
- Five years of direct experience working in the behavioral health care field with at least three years of senior management and supervisory experience.
- Experience with Microsoft Office Software and electronic health records.
- Typing capacity of 45 words per minute.
Preferred:
- Knowledge of Certified Community Behavioral Health clinics and Community Mental Health Centers.
- Two years of experience working with the BIPOC and/or veteran community strongly preferred.
