Job Description
Under the general supervision of the Reentry Division Director, the 9774 Sr. Community Development Specialist I will coordinate, monitor, and evaluate reentry services/resources funded through the San Francisco Adult Probation Department (SFAPD). The 9774 Sr. Community Development Specialist I also supports staffing the Reentry Council, Sub Committees, and the Community Corrections Partnership, and provides other reentry services assistance as requested or directed. The 9774 Sr. Community Development Specialist will be expected to help engage justice involved clients at the front counter, and assist with collaborative activities, at the Community Assessment Services Center (CASC).

Example Of Essential Duties
- Coordinate activities related to the application for and modifications of federal, state or local grants and contracts; monitor program delivery for compliance; create and monitor detailed and complex budgets.
- Plays a key role in competitive contract vendor selection processes including public bids and requests for proposals.
- Develops grants, RFP's and professional services contracts in accordance with CCSF procurement policies and procedures, monitors program activities, and budgets, ensures expenditures remain within budget.
- Collects and analyzes data related to the operation and performance of various reentry programs and the providers providing those programs.
- Analyzes existing and proposed administrative policies and procedures as well as organizational problems related to delivery of reentry services within the Adult Probation Department and Citywide, and makes recommendations to improve services and maximize use of funds.
- Manage professional services contracts and/or work orders with other City departments related to reentry services.
- Coordinate the implementation of new systems and/or procedures to improve service delivery to reentry and realignment populations.
- Prepare and present reports with recommendations and appropriate justification based on studies and surveys of reentry and realignment populations and review of evidence based practices.
- Develop and maintain an easily accessible library of reentry services referral forms, policies and procedures for use by Deputy Probation Officers.
- Streamline access to resources and services between clients in the San Francisco County Jail and SFAPD funded services.
- Update, publish, and distribute Getting Out & Staying Out: A Guide to San Francisco Resources for People Leaving Jails and Prisons, and lead efforts to create an online searchable directory of reentry services.
- Staff, support, lead, and/or organize meetings, events, and collaborative efforts internally and externally with council's, boards, and other initiatives.
- May represent the Division to the Mayor's Office, Board of Supervisors, Controller's Office, other City officials, outside agencies or the general public.
- Managing front desk staff and operations. Covering front desk as needed to assist staff and engage populations SFAPD serves.
- Perform related duties as assigned, including Division-wide planning, project management, and administrative activities.
- Participates in the management of the CASC milieu, including the coordination and oversight of the various activities, client flow, and partner engagement in that space.
- Works with Probation Assistants and other APD personnel to facilitate the safe processing, engagement, and tracking of CASC clients in the navigation and accessing the services and space at the CASC.
- Engages service providers and Partner agencies in the planning and execution of maintaining a safe and productive milieu where healing and therapeutic efforts can be safely and effectively staged and facilitated.
- Assisting with narcotics testing or other service partner activities.
- Performs other related duties as assigned.
