Early Matters San Antonio (EMSA) is a collective impact initiative dedicated to ensuring that 70% of Bexar County children enter kindergarten ready to learn by 2030. Through strategic partnerships with community agencies, early education professionals, nonprofits, school districts, and businesses, Early Matters works to strengthen early education systems and drive systemic change to expand access, improve affordability, and elevate quality across the early learning landscape.

Position Overview

The Director of Data Infrastructure oversees data-oriented initiatives that support the implementation of the Early Matters San Antonio Impact Plan. As a part of the Impact Plan Ecosystem, this position cultivates enabling conditions that advance the strategies, goals, and actions of the rest of the Impact Plan.

This role requires a strong background and skills in strategic planning, data management, project management, analysis, and communication, as well as an understanding of the early childhood landscape in San Antonio.

Key Responsibilities

  • Build the data infrastructure necessary to enable analysis, progress tracking, and advocacy
  • Increase communication and coordination between system-level partners, workgroups, other stakeholders, and the community
  • Facilitate a Data Workgroup to support other workgroups data needs and create a constructive feedback loop to increase understanding of data-related questions and solutions
  • Develop and finalize data sharing and data governance policies and processes, including developing data sharing agreement templates, data governance documents, and data governance assessments
  • Evaluate the early learning data landscape, particularly in relation to the Impact Plan, identifying and prioritizing data gaps, and developing and implementing plans to address those gaps
  • Develop the infrastructure and data partnership to enable a combined, queryable, cross-sector shared data system to support implementation of Impact Plan strategies and tracking of performance and impact indicators
  • Manage and execute data sharing agreements (including the monitoring of transfer and update processes) and capture feedback regarding process quality, identifying and making improvements as necessary
  • Oversee training for data sharing, data quality, data governance, and related topics
  • Develop a citywide scorecard and an annual report on the state of early learning
  • Represent Early Matters San Antonio at community events and meetings with a working knowledge of the early childhood data landscape and local initiatives.
  • Oversee third-party contracts as needed
  • Perform analysis, generate reports, summaries, and other deliverables as needed

Qualifications and Requirements

· 4-year college degree and/or 10 or more years of applicable experience, both preferred

· Demonstrated experience using data to advance the goals, strategies, and action items of a strategic plan

· Experience developing indicators, both performance and impact-oriented, and developing meaningful targets for those indicators

· Experience developing and implementing theory of action / theory of change to strengthen strategy, prioritize resources, and drive action

· Experience in project management software application(s), preferably Asana

· Knowledge of the San Antonio early education landscape and data resources

· Demonstrated ability in the use of Microsoft Office suite, including Outlook, PowerPoint, Excel, and Word

· Bilingual English/Spanish preferred

Reporting

The Director of Data Infrastructure will report to the Senior Director of Operations and Systems Alignment.

Compensation

Compensation for the role will be $100,000 per year. In addition, the position will be provided with a comprehensive benefits package. All grant funded positions are term limited and contingent upon grant funding. This position is located in San Antonio, Texas. In-person work environment will be the norm with occasional remote work allowable.
