Position Description Summary
Participates in assigned phases of program areas including analysis and recommendations for specific program actions, prepares reports and records and may assist in analysis. The Real Estate Consultant is primarily responsible for the execution and completion of assigned client work. He/She possesses a thorough understanding of analytical processes and technical evaluations required to effectively and efficiently manage and accomplish assigned project tasks. The Real Estate Consultant is fully capable of managing and coordinating project work, managing the work efforts of Consultants and Analysts, presenting results to a client, and managing administrative matters. Specific requirements include but are not limited to:
- Commercial Real Estate Development;
- Right of Way Acquisition for government projects;
- Creates and updates client files for specific projects or real estate properties as needed by client;
- Extensive public contact representing the Department in dealings with property owners, tenants, the public and other agencies;
- Experience with appraisal processes, property acquisition, negotiating for all types of properties, preparation of purchase and sale agreements, easement deeds, and related transaction documents.
- Experience with capital, support budgeting, project scheduling and monitoring for projects.
- The candidate may direct and coordinate several programs, such as Planning and Management, Property Management, Utilities Relocation, Excess Lands, Relocation Assistance or Condemnation.
Requirements
Essential Function(s) of the Position:
Project Management
- Develop a scope of work based on client needs which includes a detailed breakdown of tasks and hours needed to complete the project.
- Creates a realistic and complete time and fee estimate based on the associated scope of work.
- Manages and modifies the scope of work to account for fee modifications and manages the client's expectations around the changes in the scope of work.
- Manages the work efforts of team members to complete the scope of work. The team members may include sub-consultants, junior J|D associates, senior J|D associates and J|D Principals.
- Manages projects within the agreed upon timeframes and budget.
- Ensures the timely and correct invoicing to clients for time, materials and expenses.
- Maintains day-to-day primary contact with the peer client points of contact.
- Develops all work products required for the project which may include, written report, plans, drawings, display items and other materials.
- Identifies problems that may develop during a project as early as possible and work with the client to resolve any issues as expediently as possible.
- Negotiates changes in scope and fee as may develop during the execution of any project to while maintaining strong client relationships.
- Manages multiple projects for multiple clients as needed and required.
Supervisory Support
- Provides training and mentoring to junior staff members. Training and mentoring may include formal training on specific skills required of J|D staff and/or on-the-job training and mentoring, which may be of a technical nature, or focus on any other key professional skills required for success at J|D.
- Provides critical feedback to junior staff on an as needed basis. Has a full understanding that critical feedback is given as the means to maximize the value of associates to clients. Junior Staff should be made aware of skills and behaviors that are valuable to clients as well as those that are not. Feedback should always be given in a neutral and fair environment and the dialogue should be conducted in a fully professional manner.
- Participates in the annual review cycle and any interim updates as deemed necessary.
Communication
- Leads meetings and corporate presentations to all levels of stakeholders or clients.
- Understands and is fully familiar with J|D style guides and writes or directs the writing efforts for all deliverables in the scope of work.
- Leads teams, internal or external, through visioning, stakeholder assessment exercises and strategy development exercises.
- Understands all aspects of work oriented tasks and delegates tasks to capable and junior staff as much as possible in order to maximize both the project manager's effectiveness and ability to manage multiple projects with peak efficiency and to grow the professional abilities of junior staff.
- Gives direction in a clear and concise manner to staff that have sufficiently proven their ability to deliver without excess supervision.
- Negotiate due dates with junior staff members to assess their ability to accurately scope and timely deliver a quality product.
Education And Experience
Four-year college degree required and a minimum of 8 years of progressive relevant work experience.
Professional Engineer Certification Or Legal Experience Required.

- Expert in Microsoft Office Suite applications.
Physical Demands
While performing the duties of this job, the employee is regularly required to stand, sit for long periods of time, bend, use hands to manipulate (type), talk and hear; walk; sit, and lift or move no more than ten (10) pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral visions, depth perception and the ability to adjust focus.
Mental Demands
While performing the duties of this position, employees are regularly required to use written and oral communication skills; read and interpret data, information, and documents; analyze and solve problems, use math and mathematical reasoning; observe and interpret situations; learn and apply new information or new skills; work under deadlines with occasional interruptions, and interact with staff and other organizations.
Working Conditions
Primarily in an office environment. May be required to travel occasionally as needed to company subsidiaries and satellite/client offices to conduct due diligence and project work. Periodic weekend or evening work is expected.
Reporting Relationships
Reports to a senior member of the Implementation Services Division and to LAWA Client.
Supervisory Responsibility
Project Analysts, Consultant and other support staff.
