Job DescriptionThe NYC Department of Probation (DOP) is a world leader in working creatively and effectively engaging with people under court-mandated community supervision. The Office of Program and Contract Evaluation is an entity established to oversee the DOP's programs and development systems. Its overall mission is to ensure that DOP clients in Adult and Juvenile operations have access to meaningful job training, education, and employment resources. With a diverse range of programs, the office works to enhance its data infrastructure to make informed decisions and communicate the value of its programs. Working closely with team members and leadership from across the agency, the Program Evaluation Specialist will play a critical role in expanding the capacity in database management, community needs assessment and change management.
Under the supervision of the Senior Director of Programs and Evaluations, the areas of responsibilities will include, but are not limited to:
- Manage a diverse citywide portfolio of programs under contract with the NYC DOP and delivered by Community-Based Organizations (CBOs). Develop positive working relationships and serve as the primary point of contact between DOP, CBO program staff, and other community stakeholders connected to the initiative. Collaborate with a team of other Program Evaluators and contribute to both collective and independent decision-making.
- Coordinate and manage evaluation activities. Conduct citywide program site visits to observe group sessions and events, including occasional weekend visits. Communicate with provider agencies and colleagues in a timely, clear, and accurate manner through in-person meetings, phone calls, and written correspondence. Provide close program support to ensure service quality aligns with deliverables and desired outcomes. Assist programs in navigating a wide range of programmatic challenges.
- Rate key performance indicators of probation practice based on standards, and record findings using internal systems. Identify strengths and weaknesses of programs and provide recommendations for improvement based on evidence and best practices. Outline concerns to address and facilitate discussions and recommendations to support program success. Seek out innovative materials, systems, and tools to enhance program effectiveness.
- Perform administrative tasks, including timely documentation and data entry. Maintain an organized and up-to-date record of key performance indicators and regularly prepare detailed evaluation reports. Enter, track, and analyze program data and present findings to leadership and stakeholders.
Work with DOP senior leadership to review Request for Proposals (RFPs), Memorandum of Understandings (MOUs), scopes of work, budgets, and program milestones. Review monthly expense invoices in PASSPort to ensure timely vendor payments.

Minimum Qualifications
A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
The ideal candidate is an exceptional written and verbal communicator with strong attention to detail, strong analytical and problem-solving abilities, excellent organizational skills, and the capacity to manage multiple projects while meeting deadlines. They have a proven track record of managing a diverse portfolio of clients and stakeholders, are comfortable engaging with the public, and can travel citywide including on weekends. The candidate is proficient in standard computing applications such as Microsoft Outlook, Excel, and Word, and demonstrates enthusiasm for learning new systems and tools. They work well both independently and collaboratively, can present information effectively to senior staff and providers, and build strong internal and external relationships. Experience in project management, as well as familiarity with agency programs, best practices, and key partners, is highly desirable.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
