Senior Communications Specialist

Bismarck, North Dakota, United States State of North Dakota Full time $60,000 - $80,000 per year

Are you someone who enjoys taking complex ideas and transforming them into clear messages that build trust and inspire action? The Office of Management and Budget (OMB) is seeking a Senior Communications Specialist ready to bring creativity, strategic thinking, and collaboration to communications across state government.

In this role, you'll partner with state agencies that don't have dedicated communications staff, serving as a trusted advisor to help plan, write and share timely, accurate and meaningful information with their audiences.

You'll also be a key member of OMB's communications team, working together to support statewide initiatives, strengthen internal and external messaging, and help agencies tell their stories in ways that truly connect. One day you might be drafting a press release or editing a report; the next, you may be guiding leadership through a rapidly evolving situation. Your work will play a direct role in how North Dakota state government communicates with the public and collaborates across agencies.

What You'll Do

You'll help bring the work of OMB to life by:

  • Developing and implementing strategic communication plans for new initiatives, projects and campaigns.
  • Writing, editing and producing high-quality materials such as press releases, articles, newsletters, speeches and digital content.
  • Supporting leaders in communicating with the public and the media.
  • Providing guidance to agency leadership on messaging, timing and communication strategy.
  • Collaborating with OMB's Multimedia Specialist to create engaging visual and digital content.
  • Assisting agencies with social media and internal communication efforts.
  • Building strong relationships across agencies and participating in the Statewide Communications Network.
  • Tracking communication results and contributing to continuous improvement in communication standards and processes.

What You Will Bring

We are looking for someone who is thoughtful, reliable and eager to serve. You value teamwork, take pride in your craft, and find satisfaction in helping others succeed.

  • Bachelor's degree in communications, public relations, marketing, journalism or a related field and four (4) years of professional experience in communications, public relations, marketing or a related area. Additional relevant work experience may substitute for the education requirement on a year-for-year basis.
  • Exceptional writing, editing and storytelling skills across various formats and audiences.
  • Proven experience developing and executing communication plans.
  • Ability to manage multiple projects and deadlines in a fast-paced environment.
  • Strong interpersonal and collaboration skills with the ability to build trusted relationships.

What Will Set You Apart

  • Experience in public sector or government communications.
  • Familiarity with digital content creation (social media, web and multimedia).
  • Experience supporting leadership in media relations or public-facing communications.
  • Proficiency with Adobe Creative Cloud applications.

Why You'll Love Working Here

At OMB, you'll join a team that values creativity, collaboration and public service. As the first person in this role, you'll have the rare opportunity to support multiple state agencies across a variety of industries and help shape how they communicate. You'll play a key role in building something new, leaving a lasting imprint on how North Dakota connects with its residents.

This position is based in Bismarck, ND, with hybrid or flexible work options available in accordance with OMB policy.
