General Summary:
The Sisters of Charity Housing Development Corporation (SCHDC) is a not-for-profit organization established in the 1980s to provide affordable and supportive housing in New York. It is a sponsored ministry of the Sisters of Charity of New York, who have been serving New York's most vulnerable residents since 1817.
SCHDC operates, develops, and advocates for affordable and supportive housing in New York State and beyond.
Today 100% of the units within SCHDC's portfolio are affordable housing units, serving the elderly, special needs populations, and formerly homeless.
Reporting to the Chief Program Officer (CPO), the Deputy Chief Program Officer (DCPO) supervises the Directors and other staff members. The DCPO is responsible for program management, including service delivery compliance while adhering to budget and contract deliverables. The DCPO will also ensure that all service delivery will always include compassion, respect and dignity.
Essential Functions:
· Provide clinical and administrative supervision to Directors, ensuring that programs meet established goals and quality of standards.
· Ensure that Evidence Based Practices are utilized throughout service delivery across all programs.
· Establish quality and performance measures that meets and exceeds requirements of stakeholders.
· Oversee Intake process.
· Oversee program operations to ensure census and utilization rates are being met.
· Knowledge of NYS DOH, ESSHI, NYC DOHMH, HRA, HUD and HMIS regulations.
· Identify staff development needs and offer or coordinate instructions.
· Ensure timely submission of reports and data uploads by various levels of staff.
· Ensure accurate and timely input of Data in EHR.
· Conduct monthly review of program data and communicate findings with CPO.
· Assist in hiring, orienting, evaluating and disciplining all program staff.
· Review all incidents and coordinate Incident Review Committee meetings.
· Establish enhanced outreach and engagement practices with community service providers.
· Make program and administrative recommendations to CPO.
· Attend, actively participate and report on meetings hosted by stakeholders.
· Write reports and respond to correspondences in a timely and thorough manner.
· Be available for emergencies.
· Perform other duties as assigned.
Education and Qualifications:
· Commitment and understanding of the mission, history, and values of SCHDC and the Sisters of Charity.
· Graduate degree in Social Work or related field required.
· LCSW strongly preferred.
· Five plus (5+) years in a leadership role working with the formerly homeless population who are challenged with Mental Illness and/or Substance Use Disorder.
· Knowledge of and experience working in Supportive Housing.
· Demonstrated experience in evaluating, monitoring and improving service delivery.
· Ability to handle complex challenges with competing priorities.
· Strong leadership and effective management skills.
· Strong social and emotional intelligence skills.
· Strong analytic, organizational and problem-solving skills.
· Experience with program development and evaluation.
· Excellent written and verbal communication skills.
· Ability to develop collaborative relationships with stakeholders.
· Must be proficient with Microsoft Office Suite and experience with EHR.
· Reliable mode of transportation and valid Driver's License.
· Bilingual (Spanish) a plus.
Working Conditions:
Must be able to sit, stand and walk around housing sites frequently for up to 8 hours per day in a busy environment. Be able to perform with numerous interruptions and be able to withstand the pressures of time and responsibilities. Deal with a variety of personalities in a tactful and professional manner while meeting deadlines. Travel within NYC and Rockland County is required.
