About the Role

We are seeking a
Solutions Architect / Principal SQL Developer
to join the
Medicaid Data Warehouse Team at DHCF
. The selected professional will lead the
design, architecture, and optimization of enterprise-scale data systems
, driving database strategy, performance, and modernization initiatives for mission-critical healthcare systems.

Key Responsibilities

• Design, architect, and implement scalable, high-performance database solutions (SQL and NoSQL).

• Establish and enforce
data architecture standards
, modeling methodologies, and lifecycle practices.

• Lead
performance tuning and query optimization
using tools such as SQL Server Profiler.

• Architect and maintain
ETL/ELT pipelines
using
SSIS, Azure Data Factory, Databricks, and Python
.

• Partner with business and IT leadership to align data solutions with enterprise goals.

• Mentor and guide junior developers on
SQL best practices and database engineering principles
.

• Define and enforce
data governance, security, and compliance standards
(HIPAA, GDPR).

• Develop implementation and integration plans for new platforms and technologies.

• Troubleshoot complex system issues and ensure
system uptime and reliability
.

• Promote documentation consistency and operational standards across the enterprise.

Mandatory Skills & Qualifications

• 6–10 years leading
technology or service delivery projects
through the full system lifecycle.

• Proven record delivering
complex, high-quality data solutions
for enterprise or government clients.

• Hands-on experience with
SQL Server, SSRS, SSIS, SSAS, Azure Data Factory, Databricks, Python, and DAX
.

• Deep expertise in
database architecture, modeling, and advanced SQL/T-SQL/PL-SQL
.

• Experience with
data modeling (dimensional, star/snowflake)
and ETL tools (SSIS, Informatica).

• Proficiency in
cloud-based data platforms
such as Azure SQL, AWS RDS, or PostgreSQL.

• Strong understanding of
high availability, replication, and capacity planning
.

• Bachelor's degree in Computer Science, Information Technology, or a related field (Master's preferred).

Preferred Skills

• Certifications such as
Microsoft Certified: Azure Database Administrator Associate
.

• Experience with
Big Data platforms (Spark, Hadoop)
and
DevOps environments
.

• Familiarity with
healthcare management systems
and experience working with senior stakeholders.

• Previous exposure to
Medicaid or state healthcare data programs
.
