Grant Leading Technology is seeking a Senior Financial Analyst to join our dynamic team. The Senior Financial Analyst shall be skilled in the areas of budgeting, finance, financial analysis and business operations. The Senior Financial Analyst will support Telecommunications Integrated Services (TIS) in preparing budget forecasts and justifications, overseeing funds transfers, and tracking the obligation and expenditure of funds specific to the management of the FAA's telecommunications enterprise.

This position is for a tentative contract award. If awarded, the hours are 8 am to 5 pm EST.

Responsibilities

• Budget Planning and Formulation - Support the planning and formulation of Telecommunications Integrated Services (TIS) budgets. As part of this activity, the candidate must develop current year and out-year F&E and O&M budget forecasts and justification documentation
• Budget Execution and Tracking - Assist Telecommunications Integrated Services (TIS) with budget execution and financial management activities to ensure that TIS meets its budget targets and is not anti-deficient;
• The specific types of budget execution and tracking services and functions to be performed by the contractor include:
• Transaction entry and analysis,
• Funds control and management,
• Expenditure analysis,
• Reconciliation,
• Reporting, and
• Transaction entry and analysis
• Customer Funds Management and Tracking - The candidate must assist the TIS with the management and tracking of customer funds. "Customers" are organizations that use TIS-provided telecommunications services.
• Business Process Development and Management - The candidate must conduct reviews of TIS business practices and recommend process improvements that will yield more efficient utilization of resources and higher quality products.
• Telecommunications Integrated Services (TIS) Program Level Business Management Support - The candidate must provide business management functions for TIS contracts and projects. The candidate must serve as the business manager for each contract/project as requested by the FAA.
• New Initiatives for Business and Financial Management - The candidate must perform budget and financial analyses to support all aspects of the TIS mission. Budget and financial analyses are required to support service requests from customers, manage existing TIS programs, and obtain FAA management approval for new TIS initiatives.

Qualifications And Education Requirements

• Bachelor's degree from an accredited US university in the field of either Accounting, Finance or Business Administration
• Fifteen (15) years of experience managing financial obligations and commitments concerning programs/projects similar to the areas identified for this role, real property financial management in the federal government.
• Experience in assisting government agencies in the subject area of audits
• Solid experience with computer programs such as RPMS, which are used to track real property.
• Must be able to read, write, speak, and understand English fluently
• All applicants must have resided in the US for three of the past five years
• Must live in the United State AND be a citizen or legal resident of the United States
• Candidates must be able to pass a Government Background check
