Brief DescriptionJob Summary
Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, drafts and designs construction plans for various municipal projects, including roads, sidewalks, storm drains, sanitary sewers and other general facilities. Utilizes Autodesk Civil 3D to import survey point data, develops surfaces, alignments, profiles, cross sections, corridors, pipe networks, sheet set manager, and plan sheet generation. Coordinates with property owners and public utility companies, obtains permits, and prepares cost estimates. Manages projects by implementing final plans, establishing schedules, preparing bid packages, and inspecting work. Prepares request for proposals (RFPs), serves on selection teams, and manages the design phase. Conducts comprehensive reviews of land development permit applications for new construction and redevelopment. Maintains a working knowledge of the City's land management ordinance, right-of-way abandonment ordinance, stormwater ordinance, and related standards. Attends meetings with designers, architects, engineers, etc., to assist with site permitting requirements. Provides support and assistance to the Engineering Services Department on various tasks as assigned.

- Design and Manage Capital and Remedial Projects: Draft and design construction plans for various municipal projects, including roads, sidewalks, storm drains, sanitary sewers, and other general facilities. Use Autodesk Civil 3D to import survey point data, develop surfaces, alignments, profiles, cross sections, corridors, pipe networks, sheet set manager, and plan sheet generation. Meet with property owners when projects affect private property. Coordinate with public utility companies when utility conflicts arise and obtain all necessary permits for construction. Prepare cost estimates and perform cost estimating reviews. Prepare formal recommendations based on budget constraints. Manage projects by implementing final plans, establishing schedule of project, preparing bid packages, attending pre-construction meetings, hosting public meetings, inspecting work as it progresses, evaluating and paying invoices, preparing any redesign, and inspecting the final work. Prepare RFPs, serve on selection team, and manage the design phase to include review of plans and preparation of comments for revisions.

- Review Site Plan Permits, Plats, Surveys, etc.: Conduct comprehensive reviews of site, stormwater, building, subdivision and other land development permit applications for new construction and redevelopment. Review construction plans and technical reports for site accessibility, road design, stormwater management, storm sewer design, sanitary sewer design and general site development improvements for completeness and compliance with all applicable codes and ordinances. Review zoning applications and land development permits for subdivisions and multi-family developments, right-of-way abandonment applications, and plats for boundary, easement, and closing surveys for conformance with City standards and regulations. Maintain a working knowledge of the City's land management ordinance, right-of-way abandonment ordinance, stormwater ordinance, International Code Council Accessibility Standards, and related standards to accurately apply during reviews. Utilize various reports and data systems within Naviline to ensure reviews are consistently completed within the established review time set by the City. Conduct onsite inspections during the plan review or inspection process to verify onsite conditions. Attend meetings with designers, architects, engineers, owners, etc., to assist with site permitting requirements and help clarify ordinance requirements, code specifications, and identify design deficiencies. Assist construction engineering technicians in inspections, and/or to find alternate design solutions.

- Provide Engineering Support: Provide support and assistance to the Engineering Services Director, City Engineer, Assistant City Engineers, and Capital Project Managers with various tasks as assigned. These tasks may include helping respond to emails, returning calls, and attending meetings.

QualificationsJob Requirements
Bachelor's degree in civil engineering.
Two years of experience in civil engineering.
Engineer in Training (E.I.T.) or able to obtain within six (6) months of employment.
Proficiency with Autodesk Civil 3D.
Preferred Qualifications
- Experience in a municipal environment.
Driver's License Requirements
- Valid South Carolina Class D Driver's License.

Knowledge of:
Principles and practices of civil engineering and architectural design, construction means and methods, cost estimating, and a familiarity with legal terminology related to contract documents.
Federal, state, and municipal rules, regulations, ordinances, and applicable building codes; construction technologies; engineering drawings production techniques; and information management techniques relating to architecture, engineering, utilities, and building construction.
Methods, materials, and techniques used in planning, design, construction, and maintenance/operation, and rehabilitation of municipal infrastructure
Water, sewer, drainage, traffic safety and roadway construction.
Design techniques, principles of surveying, tools, and instruments involved in the production and use of precision technical plans, blueprints, drawings, and models.
Ability to:
Interpret and comprehend highly technical engineering plans, project studies, plans, and specifications.
Analyze problems and make appropriate recommendations.
Perform storm drainage calculations and work with advanced mathematical operations methods and functions of real and complex variables.
Manage and inspect complex projects under construction for conformance to contract documents.
Manage work to conform to project scope, schedule, and budget.
Facilitate public meetings to gather input from various stakeholders.
Demonstrate the highest level of creative thinking, complex analysis and reasoning to originate and develop innovative program or production concepts, techniques or procedures which can have a major impact on the nature and quality of programming or operations.
Communicate effectively both orally and in writing.
Confer with project engineers, architects, and other public agencies concerning detailed plans and specifications; interpret City policy on engineering design and construction standards.
Use initiative, discretion, and judgment within established procedures, guidelines, and rules.
Establish and maintain excellent and effective professional working relationships with employees at all levels within the organization, state officials, vendors, community board members, other municipal governments, provincial agencies, and members of the public.
At an advanced level write formal presentations, reports, technical and/or legal documents, RFPs and compose emails in a clear and professional manner.
Read, analyze, and interpret construction plans and specifications, land development permit applications, general business periodicals, professional journals, technical reports, procedures, financial reports, legal documents, and governmental regulations.
Use site level and surveying equipment.
Drive City vehicles between facilities and job sites.
Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.
Utilize specialized software and systems to include AutoCAD, Autodesk Civil 3D, Naviline, construction management software, and ArcGIS.
Working Conditions
Primary Work Location: Office environment and field (project sites).
Protective Equipment Required: Steel toe boots, safety vest, and hard hat.
Environmental/Health and Safety Factors:
Occasional exposure to unpleasant environmental conditions and/or hazards. Occasional outside work. Monthly exposure to mechanical, chemical, and electrical hazards as well as noise and vibration and explosives (construction demolition blasting). Seasonal exposure to extreme temperature, wetness and/or humidity, and respiratory hazards.
Physical Demands:
Constantly requires hearing, vision, talking, and sitting. Frequently requires fine dexterity, handling/grasping, standing, and walking. Occasionally requires carrying, lifting, pushing/pulling, reaching, twisting, bending, crouching/stooping, kneeling, balancing, and foot controls. Rarely requires climbing. Light strength demands include exerting up to 10 pounds frequently, up to 20 pounds occasionally, and 20-50 pounds rarely.
Mental Demands:
Constantly requires performing multiple tasks simultaneously. Frequently requires time pressures, frequent change of tasks, tedious or exacting work, and working closely with others as part of a team. Occasionally requires working in noisy/distracting environment and emergency situations.
