Open to candidates who are permanent in the civil service title of Procurement Analyst II or the comparable civil service titles of Staff Analyst I or Contract Specialist II.

The New York City Department of Health and Mental Hygiene's Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance, and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control. The Bureau of Food Safety and Community Sanitation (BFSCS) protects the public, including New York's most vulnerable citizens from a broad range of hazards that may pose a threat to health or safety. This includes hazards related to food safety wherever meals are served to the public, including restaurants, school cafeterias, mobile food vending carts, senior centers, and soup kitchens, first-hand and second-hand smoke for all places of employment and public spaces. BFSCS also monitors compliance with regulations in other facilities, such as tattoo parlors, correctional facilities, and homeless shelters. Additionally, BFSCS investigates environmental health complaints received from New York City residents.

The Procurement Analyst will function as an OTPS Coordinator who will report to the Senior OTPS Coordinator. The Procurement Analyst will provide essential duties to field and office staff ensuring equipment, supplies and other needs are adequately ordered and disseminated in a timely manner while maintaining an inventory database.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

  • Enter, update, and retrieve information from Agency's and Bureau's electronic financial systems: i.e. - PAYERS, CONTRAK, FMS, BMS

  • Requisition supplies for the Health Academy office from appropriate vendors, storehouse, and facilities.

  • Ensure that invoices match delivery of goods and/or services and assist with FSCS requisitions as needed.
  • Maintain the Bureau's OTPS database files and update the employee's equipment inventory database.
  • Monitor and maintain the issuance of Agency's telephones to BFSCS field staff. Complete receiving reports as necessary.
  • Troubleshoot discrepancies relating to invoices, receipts, and other documents by identifying errors, researching relevant documents, records & contacting person(s)/units involved to initiate corrective actions.
  • Special Projects " Work on Special request for reports and/or updates as needed.

PROCUREMENT ANALYST

Minimum Qualifications

  1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

  2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or

  3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or

  4. A combination of education and/or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
