Position Summary:
The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of diverse and talented teachers to meet the staffing needs of New York Public Schools (NYCPS) and programs, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools. NYCPS anticipates a need to increase recruitment and training for new teachers, in order to meet the hiring demands presented by the new class size mandates and to ensure teacher quality as the number of teachers hired into the system grows. Increasing the number of eligible teacher candidates is a critical part of the path for NYCPS to remain in compliance with the class size mandate. TRQ accomplishes its work through a strategic, data-driven approach that focuses on the following efforts:
- Serve as the primary marketing agent and source of information to individuals seeking to become NYCPS teachers, to recruit a large, high-quality, equitable and diverse pool of candidates.
- Design and manage recruitment and preparation programs, and pipelines for individuals to become NYCPS teachers, especially to address subject and geographic shortage areas.
- Select a diverse and high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
- Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
- Provide inclusive best practices and support to schools to help them make optimal, local hiring decisions.
- Lead pipeline and pathways to teacher certification for diverse candidates within our communities to promote an equitable distribution of teachers across all schools.
- Support new teachers with consistent onboarding experiences across the system when they are hired and throughout their first year.
The Special Advisor to the Senior Deputy Executive Director serves as a strategic partner and operational leader within TRQ, a 125-member team dedicated to advancing teacher recruitment, development, and retention. Functioning at the intersection of strategy, execution, and stakeholder engagement, this role supports the Senior Deputy Executive Director who serves similarly to a Chief Program Officer who is responsible for overseeing the development, implementation, and evaluation of an organization's programs and initiatives in driving cross-office alignment, incubating innovative projects, and strengthening internal systems. The Special Advisor will play a critical role in shaping office culture, coordinating executive communications, and building infrastructure to support a robust stakeholder engagement strategy with partners across NYCPS as well as across higher education, unions, nonprofits, advocacy groups, and school districts. Responsibilities
Strategic Planning & Implementation
- Support the implementation and monitoring of the Office Management Plan, ensuring alignment with organizational goals.
- Lead the development and maintenance of the office-wide work plan and Gantt chart, tracking milestones and deliverables.
- Ensure the office has a clear and actionable plan across the recruitment-to-retention continuum, coordinating cross-team alignment and progress monitoring.
Executive Support & Communications
- Prepare high-quality memos, documents, and strategic updates for internal and external executive audiences.
- Develop and maintain an executive dashboard to monitor progress, risks, and interdependencies across key initiatives.
- Provide thought partnership to the Senior Deputy Executive Director and senior directors, helping translate vision into actionable plans.
Project Incubation & Cross-Team Coordination
- Incubate and scale cross-functional projects that advance office priorities and foster innovation.
- Monitor and manage interdependencies across teams to ensure coordinated execution and timely delivery.
- Establish foundational infrastructure to support cross-team collaboration and strategic initiatives.
Culture & Change Management
- Support the evolution and implementation of the Office Culture Plan, fostering a cohesive and inclusive environment.
- Develop tools and processes to monitor cultural health and support continuous improvement.
Stakeholder Engagement & Partnership Development
- Design and implement a comprehensive stakeholder engagement plan, including goal setting, reporting, and debrief processes.
- Coordinate engagement with key partners such as institutions of higher education, teacher's unions, education nonprofits, advocacy groups, and other local and state school districts.
- Support the Senior Deputy Executive Director in preparing for stakeholder meetings, including briefing materials and follow-up communications.
Data-Informed Leadership
- Analyze and synthesize data from multiple sources, including the Office Management Survey, to inform decision-making and continuous improvement.
- Lead the creation of executive dashboards and data visualizations that support strategic planning and performance monitoring.
- Support data storytelling and reporting for internal leadership and external partners.
Qualification Requirements
Minimum
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
- A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
- Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.

Salary
: $110,969 - $122,066
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
