Job SummaryThis position is required to go into the St. Paul office for project work 50% of the time. The temporary HR Project Coordinator provides human resources services for the Department of Human Services (DHS) and acts as an HR Generalist, providing assistance to and completing work within all areas of HR (transactions, recruitment, classification, HRIS, and labor relations).
This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where DHS and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to workgroup, job allocation, and selection issues.
Responsibilities include, but are not limited to:
- Assist Human Resource Information Systems (HRIS) with various projects and tasks.
- Research issues, evaluate options, and make recommendations regarding HR related activities.
- Review informational materials; develop and revise as needed.
- Assist in development or revisions of personnel related policies and procedures.
- Review, research, prepare, and process employee and position data transactions in the SEMA4 system and ensure entered in a timely and accurate manner.
- As needed:
- Assist with full cycle recruitment and staffing services by attracting, assessing, selecting, onboarding, and retaining talent.
- Assist with labor relations research, analysis, consultation, and direction to all levels of management, and others to include the interpretation and implementation of collective bargaining agreements and plans applicable to DHS.
- Assist with conducting job audits, evaluations, and quality reviews to ensure positions are appropriately and consistently classified.
- Assist with special projects.
Minimum Qualifications
There are two (2) different ways to qualify for this position and you must have the required work experiences:
One year of HR professional experience supporting a HRIS system, managing projects and implementing project initiatives within a large organization employees) and the required work experiences listed below.
OR
Three years advanced technical HR experience supporting a HRIS system within a large organization employees) and the required work experiences listed below.
AND
Required work experiences must clearly demonstrate:
- Experience with federal and/or state employment laws and rules.
- Skills in utilizing an HRIS in large organization, preferably PeopleSoft or similar HRIS.
- Advanced skills in using the MS Office software suite sufficient to create and adapt spreadsheets and databases to informational needs and develop and modify complex word processing documents.
- Experience with an applicant database software program.
- Understanding of project management and research principles.
- Experience recognizing, handling, and maintaining sensitive and confidential information.
- Variety of experiences working effectively with others from different backgrounds and cultures.
- Experience working in a unionized setting.
- Knowledge of personnel laws, policies, and administrative procedures.
- Knowledge of DHS programs and the state's human resource systems, related laws, agreements, policies, and administrative procedures.
- Knowledge of job classifications and/or preforming job analysis.
- Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.
- Experience supporting multiple HR-roles to include, but not limited to HR Transactions, Job Classifications/Audit, Labor Relations, and Recruitment.
