Summary Description:

Under the general direction of the chief technology officer, leads the work of the Department of Educational Technology, which includes defining, leading, and supervising staff in implementing priorities and initiatives centered on developing rigorous, interactive, and technologies that transform teaching and learning, and serves as the department?s operational and technical leader, supervising and leading department staff to guide, inform and train school staff in the effective and innovative use of technology to instruct students. Collaborates and conducts needs assessments, and sets program objectives aligned with district and education industry trends to meet the needs of schools and staff. Supervises and provides leadership to department staff. Collaborates with a variety of offices (e.g. Teaching and Learning, Districtwide Professional Growth, Strategic Initiatives) and participates in the planning processes for districtwide professional development efforts. Leads the review of educational technology assessments, product purchases, and inventory (i.e., TechMod, interactive boards, devices). Develops, maintains, and implements procedures and process workflows for technology. Leads the design and growth of the professional development programs (e.g., learning management system (PowerSchool), Microsoft, Google, online software tools) for school leadership teams and staff that fosters impactful integration of technology, content, and instructional practices and assessment. Collaborates in cross-departmental reviews of technology impacts as it relates to district policy and regulations when needed. Collaborates with various teams within and outside the department for budget development, fiscal management, grant management and procurement processes. Partners with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members. KNOWLEDGE SKILLS ABILITIES:

Thorough knowledge of current research and best practices on national and state trends and research findings on the integration of technology with teaching, learning, and educational systems in fostering professional learning communities. Ability to demonstrate deep expertise in designing engaging online and in-person learning experiences, developing staff-centered curricula, and collaborating effectively with colleagues to create content tailored for diverse learning environments and stakeholder needs. Thorough knowledge in the educational uses of data to improve student achievement; knowledge of how schools use data and information and change management strategies for professional development and staff support; strong experience in interpreting student achievement data using technology systems. Strong experience in using technology to improve instruction, to better meet the needs of all learners, and foster student participation and engagement. Ability to learn complex systems and processes to define streamlined solutions. Ability to analyze data using tools such as Excel, Google Sheets, etc. Knowledge of data privacy laws, security, compliance standards, FERPA, COPPA, and CIPA. Excellent creative strategic thinking, problem-solving, organization, management, communications (oral and written), and human relations skills. Ability to prepare comprehensive reports and presentations for executive leadership, the Board of Education, Montgomery County Council, and the community. Knowledge of or ability to quickly learn and apply the six leadership standards that have been established for the Montgomery County Association of Administrative and Principals Administrative and Supervisory Professional Growth System (MCAAP AS PGS).

Education Training Experience:

Bachelor?s degree in Education Technology, Instructional Design, Education Administration, Technology (e.g. Information Management, Computer Science), or a related field from an accredited college or university. Master?s degree is preferred. A minimum of five years of supervisory experience in the area of technology. Demonstrated excellence in leading the design and delivering scalable technical and staff professional development programs for the use of K-12 emerging technologies and tools. Experience in project managing multiple complex projects and achieve results within the required timeline, functionality, performance, quality, and budget requirements. Experience managing large budgets, budget forecasting, staffing, and resources for educational programs. Experience with grant management, execution of grant-funded initiatives, and request for proposals (RFPs). Experience in project managing multiple complex projects and achieve results within the required timeline, functionality, performance, quality, and budget requirements. Experience in evaluating educational tools, conducting technology assessments, and enterprise successful implementations. Experience in piloting innovative solutions using emerging technologies and tools (e.g., artificial intelligence) to enhance teaching and learning. Experience in writing functional and technical requirements. Experience in developing roadmaps for technology-enabled resources that are scalable, sustainable, and maintainable.Certificate License: Completion of OAT I or II, or completion within one year of the position start date. Maryland Teacher License preferred. CETL (Certified Education Technology Leader) Certification preferred.
