Summary:
The Program Manager of Residential Services (PMRS) is responsible for cultivating a strong sense of community within Swords to Plowshares' supportive housing portfolio. This role oversees the delivery of Residential Services, including community engagement, tenant support programs, transportation coordination, and onsite events across multiple housing sites in San Francisco.
The PMRS supervises a multidisciplinary team—including Community Organizers, Peer Specialists, Transportation Specialists, and a Service Assistant II—to ensure tenants have access to robust, consistent support and meaningful engagement opportunities. The PMRS also supports grant compliance, data documentation, quality assurance, and internal and external reporting.
This position reports to the Deputy Director of Residential Services.
Responsibilities:
- Client Services and Operations: Manage a team of Community Organizers and Peer Specialists to ensure consistent tenant engagement and a robust calendar of activities, services, and events.
- Manage Transportation Specialist(s) to deliver a safe and reliable transportation program, enabling tenants to attend offsite events (e.g., Swords events, resource fairs, grocery shopping) and appointments (e.g., VA medical visits).
- Manage the Service Assistant II who has oversight of staff who assist veterans with unit habitability and activities of daily living services, including apartment cleaning and referrals to promote independent living.
- Lead community engagement efforts across housing sites and develop new and effective tenant engagement strategies.
- Conduct outreach through one-on-one interactions with tenants, distributing flyers, promoting events, and discussing life circumstances, when needed.
- Produces a monthly newsletter and calendar of events for all housing sites due two weeks prior to the end of the month for the next for review and approval by the supervisory team.
- Support broader housing operations by attending and supporting community meetings, tenant council meetings, onsite peer support groups, audits, and other community events.
- Grants and Contracts: Ensure team members are accurately collecting and reporting data in the appropriate database to meet requirements for contracts (e.g. San Francisco Department of Aging Services [DAS] and the CalVet Veterans Support to Self-Reliance [VSSR] Pilot program).
- Maintain compliance with all contract guidelines and ensure supervisees understand and adhere to funder expectations.
- Work closely with the agency's Grants team to complete internal and external reporting for grant funders and other agency needs, as assigned.
- Maintain an organized system to keep track of documentation for events and activities to include event flyers, sign-in sheets, grievances, and other feedback.
- Interacting with Leadership:Participate in weekly meetings with the Deputy Director of Residential Services.
- Attend all assigned meetings and training courses to include Cultural Humility training and monthly Supervisor training.
- Attend external meetings as required by the agency and funders.
- Perform other related duties as assigned by the Deputy Director of Residential Services.
- The ability to travel between all housing sites is required; mileage is reimbursed.

Supervisory Responsibilities
Supervise a roving team of residential services staff working at multiple housing sites providing leadership and guidance rooted in a culture of supportive supervision and coaching.
- Schedule and conduct weekly 1:1 supervision sessions with assigned staff.
- Hire, onboard, train, and complete annual and ad-hoc performance evaluations of program staff.
- Facilitate weekly staff meetings and ensure that team members are up to date with all required training.
- Develop a system to ensure staff are documenting all client services in our client case management database, Exponent Case Management (ECM) or other databases.
- Adhere to laws regarding confidentiality and reporting requirements; maintain knowledge and practice of current HIPAA compliance guidelines; monitoring program staff's work and work area to ensure they are following all HIPAA compliance guidelines.
- Coordinate and facilitate staff training to meet internal standards and external funding requirements.
Desired Qualifications:
- An understanding of the problems faced by veterans from all eras, including; homelessness, substance abuse/dependence, and post-traumatic stress and adjustment disorders.
- The ability to work with minimal supervision
- A valid California driver's license and auto insurance
- The employee must be able to perform all duties within what would be considered reasonable accommodations
- The employee must be able to communicate effectively with a variety of personalities and be comfortable working with an at-risk client population, including embracing the agency's Cultural Humility Initiative Skills
- Excellent interpersonal and supervisory skills, including conflict resolution, crisis intervention, quality assurance, staff development, and performance appraisal
- Effective time management skills
- Good analytical and organizational skills
- Excellent written and verbal communication skills
- Basic computer skills with proficiency in Microsoft Office
Experience:
- Four (4) years of experience providing services to disadvantaged clients
- Two (2) years of experience working in a residential setting
- Two (2) years of experience as a supervisor or team leader
Education:
- Bachelor's degree required in social work, counseling or another related field. Master's degree preferred but experience may be a substitute.
