Description
The City of Richmond Department of Public Utilities – Electric Utility/Streetlights Division is seeking a qualified candidate to fill the position of Engineer Senior. The selected incumbent will be responsible for providing engineering services for contract management, construction projects, system maintenance and building use reassignment evaluations. The incumbent works with a general outline of work to be performed and will develop work methods and sequences under general supervision.
In support of the Electric Utility – Distribution and Streetlighting, this position will be responsible for supporting the following programs, projects and activities: Regulatory Compliance, Process Improvements, Plan Reviews, Reports, Quality Assurance, RVA311, Pole Attachment Agreements, CIP, O&M Projects and General Electric Distribution, Streetlighting, Facilities Installation, field support of lighting evaluation, design, etc.
Duties include but are not limited to
- Reviewing developer plans
- Reviewing streetlight design
- Reviewing electric distribution design
- Overseeing capital construction projects
- Assisting with streetlight maintenance as requested
- Coordinating projects with engineering consultants, contractors, power and communication utilities
- Developing project cost estimates
- Developing equipment specifications and standards
- Evaluating photometric properties to ensure compliance to standards and specifications
- Complying, verifying and assembling complex information
- Producing and reviewing routine and specialized reports
- Applying policy, program or plan effectiveness based on complex data
- Making recommendations and issuing reports
- Assuring that all aspects of assigned projects are in compliance with Federal, State and Local regulations
- Performing other duties as assigned
Qualifications, Special Certifications And Licenses
MINIMUM TRAINING AND EXPERIENCE:
- Bachelor's Degree in engineering
- Three years of engineering experience
PREFERRED QUALIFIACTIONS:
- Five (5) years of progressive experience in the assigned technical field
- Some assignments may require a valid Commonwealth of Virginia Commercial Driver's License with a satisfactory driving record
- May require license as a professional engineer
- May require certification in engineering-related specialties
LICENSING, CERTIFICATIONS, And/or OTHER SPECIAL REQUIREMENTS
- Some assignments may require a valid Driver's License with a satisfactory driving record and a valid Commonwealth of Virginia Driver's License within 30 days of hire
Knowledge, Skills, And Abilities
TYPICAL KNOWLEDGE, SKILLS, AND ABILITIES: These are a representative sample; position assignments may vary.
Knowledge (some Combination Of The Following)
- Considerable knowledge of surveying principles, hydraulic modeling, construction practices and AWWA Manual of Practices and Standards.
- Knowledge of Water Works Regulations, site roadway and utility design standards.
- Knowledge of Mechanical, reliability, maintenance or civil engineering, electrical and power systems, including single-phase and three-phase systems.
- Programmable Logic Controller (PLC) programming and Human Machine Interface (HMI) touch screen graphic screens development.
- Industrial automation, AC motors and AC Variable Frequency Drive. National Electric Code (NEC) and Code of Federal Regulations.
- Basic knowledge and familiarity with industrial networking.
- Energov.
Skills (some Combination Of The Following)
- Demonstrated skill with effective oral and written communication, computer proficiency including GIS systems and Microsoft Office Suite.
- Reading and interpreting GIS maps and AutoCAD plans.
- Technical writing
Abilities (some Combination Of The Following)
- Must possess the ability to assemble complex information for others, and work with a variety of individuals such as other employees, vendors, contractors and citizens.
- Demonstrated ability to workautonomously, self-manage, problem-solve, and communicate with diverse populations with differing needs

ENVIRONMENTAL HAZARDS:

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. While performing the essential duties of this job, the employee is regularly required to finger (pick, pinch, type or otherwise work primarily with fingers), talk, see, hear and use substantial repetitive motions of the wrists, hands, and fingers. The employee is occasionally required to reach extending hands and arms in any direction, stand, walk, pull, lift, and grasp applying pressure to an object with the fingers or palm. In terms of the physical strength to perform the essential duties, this classification is considered to be sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
