The Division of Finance and Administration, provides for the financial responsibilities and operational support of the Department and those we service. The Division establishes and maintains the operational budget of the Department and provides operational support by ensuring programs have funding to maintain services and supports to the aging and disabled populations served by the department. The department works with a very diverse population, community resources, community partners, and other Cabinet and department staff in a collaborative relationship. The Department is looking for an individual with the passion to provide support services to programs serving the most vulnerable citizens of the Commonwealth.
The successful candidate should be professional, polite, and able to work with a diverse population and work force. They should be responsive, willing to meet each challenge directly and able to ask for assistance or guidance when needed. The successful candidate must be comfortable with computers, excel at both verbal and written communications, and have the drive to meet the needs of those we serve.
Responsibilities Include But Are Not Limited To The Following
- Review and manage revenues, expenditures, and financial allocations for department programs and federal grantors.
- Process and reconcile monthly contract payments and departmental invoices, ensuring accurate record-keeping.
- Process payment cancellations, stops, re-issues, and monitor the DAIL Contracts inbox.
- Process monthly payments for Hart Supported Living (HSL) and bi-weekly payments for Personal Care Attendant Program (PCAP), ensuring timely and accurate payment processing for both programs, maintaining compliance with department standards.
- Generate monthly and quarterly financial reports to support program operations and council meetings.
- Gather, interpret, and analyze data on program expenditures and contract funds, providing insights for executive staff.
- Prepare quarterly analysis of data trends and maintain compliance documentation for financial oversight.
- Provide guidance to DAIL staff and contract agencies on financial compliance, regulations, and policy requirements.
- Conduct quarterly financial compliance monitoring using approved tools to ensure adherence to policies and regulations.
- Draft monitoring reports, compliance letters, and corrective action plans, tracking progress to resolution.
- Provide technical assistance and oversight to contract agencies, ensuring compliance with financial and program requirements.
- Act as a resource for contract agencies, advising on financial regulations and DAIL's policies.
Skills and Expectations include, but are not limited to:
- Excellent verbal and written communication skills.
- Experience with PPATS, KITS, and eMARS.
- Excellent computer skills including Outlook, Word, Excel, and PowerPoint.
- Ability to plan and establish priorities.
- Attention to detail being thorough and accurate in completing tasks.
- Ability to work cooperatively as part of a team.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:
One year of professional experience in statistical analysis, accounting, auditing, planning, or a related field.

Professional experience in statistical analysis, accounting, auditing, planning, or a related field will substitute for the required education on a year-for-year basis.
