Summary
The Senior Program Analyst serves in a leadership capacity, providing high-level program analysis, technical direction, and advisory support to the Government concerning the development of energy, mineral, and land use resources within Indian Country. The Senior Program Analyst will be responsible for managing complex data analysis for various studies, maintaining assigned projects, and providing day-to-day technical direction on work orders. A key function of this role will be the evaluation of grant applications from tribal organizations, specifically under programs like the Energy and Mineral Development Program (EMDP) and monitoring assigned grants throughout their entire lifecycle. This position supports a comprehensive range of technical services, including conventional and distributed energy, mineral resource assessment, marketing, and economic evaluation.
Essential Functions And Responsibilities
- Serves as a leadership position within the program analysis functional area, providing day-to-day direction of technical work as required by individual Task Orders.
- Provides expert support to the Government on program and land use issues related to the development of both conventional and distributed energy resources, offering guidance in the conservation and development of these resources on Indian lands.
- Delivers high-level technical advice and support the Government for tribal distributed energy and mineral development programs. This includes assessing resource potential, reviewing economic evaluations, and supporting marketing and promotion efforts.
- Evaluates and advises the Government on tribal programs as they relate to land use issues and the associated impacts of planned projects, ensuring alignment with Tribal goals and best practices.
- Reviews and evaluates grant proposals from Tribal organizations, such as those for the Energy and Mineral Development Program (EMDP), assessing project feasibility, budget accuracy, and alignment with program objectives.
- Monitors assigned grants throughout their full lifecycle, from award to closeout, ensuring compliance, tracking progress, and providing technical assistance to grantees as a liaison for the funding agency.
- Analyzes complex requirements across multiple DEMD departments, including Administrative Services, Financial Management, Petroleum and Mining Engineering, and Distributed Energy Programs, to provide integrated program support.
- May perform supervisory responsibilities, reporting to the On-Site Lead and the IDIQ Program Manager.

Skills And Qualifications
- Analytical Skills: Proven ability to analyze complex tribal programs, determine potential land use impacts, and propose effective mitigation and utilization measures based on best practices and tribal goals.
- Complex Problem Solving: Capable of evaluating intricate issues related to energy and mineral development projects from multiple perspectives, including financial feasibility, technical viability, and operational practicality.
- Critical Thinking: Skill in assimilating complex inter-disciplinary data to formulate recommendations, plans, and strategies for resource development.
- Communication: Highly effective communication skills for interacting with Tribal leaders, government officials, and industry partners, and for preparing technical reports, correspondence, and presentations.
- Leadership and Direction: Ability to provide day-to-day direction of technical work to other team members as required by specific work orders.
Education And Experience
- Bachelor's degree in Business, Public Administration, Land Use/Urban & Regional Planning, Natural Resources, or a closely related field; Master's degree preferred (e.g., MPA, MURP, MNR, MBA).
- 6–8 years of progressively responsible experience in program analysis and land-use planning within energy and/or mineral development contexts; experience working with Tribal governments or trust lands strongly preferred.
- Demonstrated success evaluating planned projects for land-use compatibility, economic/operational feasibility, and alignment with client goals, translating policy and technical inputs into actionable program plans.
- Significant experience with grants: reviewing/appraising grant applications, establishing milestones and performance measures, and monitoring awards through closeout (schedule, budget, deliverables, risk).
- Proven ability to integrate cross-functional inputs (e.g., engineering, GIS, environmental/regulatory, finance/records) into clear recommendations and decision briefs.
- Track record of delivering executive-level presentations and advising senior stakeholders (Tribal leadership, Federal program managers, industry partners) with strong writing, visualization, and storytelling.
- Supervisory/lead experience directing analysts and/or consultants: setting work plans, managing day-to-day technical tasks, and performing QA/QC on deliverables.
- Willingness to travel and engage respectfully with Tribal communities, commitment to cultural competency.
Supervisory Responsibility
This position may be expected to perform supervisory responsibilities, reporting to the On-Site Lead and Project Manager.
Work Environment
This job operates in a professional office environment and routinely uses standard office equipment such as computers, phones, and photocopiers. Work will primarily be performed at the DEMD facility in Lakewood, Colorado, with options for authorized remote work.
Position Type/Expected Hours of Work
This is a full-time position. Normal business hours align with DEMD's core hours of 6:00 a.m. to 6:00 p.m. Mountain Time, Monday through Friday, excluding Federal holidays. Evening and weekend work may occasionally be required to meet project demands.
Travel Requirements
Travel is required to provide support at government or Tribal sites, attend meetings, conduct grant site visits, and represent DEMD at conferences. All travel must be pre-approved by the Contracting Officer's Representative (COR) and will be reimbursed in accordance with Federal Travel Regulations (FTR).
Clearance/License Requirements
- A Public Trust clearance is required for this position. A minimum background investigation (NACI) is required for access to DOI facilities and information systems.
- Must maintain a valid Driver's License and be insurable under the company insurance program.
