Purpose of Job

The purpose of this classification is to support the strategic direction of Knox County Parks and Recreation (KCPR) to provide programs and parks that are fun, fulfilling, safe and rewarding. The Grant Data Analyst position combines data analysis with the management and reporting of grants, focusing on tasks like financial tracking, budget analysis, compliance monitoring, and reporting on grant-funded projects. This position will also assist with other internal data that will be useful to the grant process, specifically with asset-management data analytics.

Essential Functions

  • Responsible for researching funding sources, writing, editing, and submitting grant proposals, reporting on grant progress and outcomes, and maintaining and reconciling grant databases.

  • Determining awardee eligibility using formulas and methodology and establishing eligibility criteria, such as competitive rating factors.

  • Discusses available sources of funding with directors.

  • Analyze data from grant applications and outcomes to identify trends, assess performance, and support data-driven decision-making.

  • Compiles necessary information for the application process through collaboration with other employees, database research, and other fact-finding actions and meetings.

  • Coordinates the monitoring and evaluation of programs and projects that are funded by grants, including review of vendor agreements for compliance and consistency.

  • Collects, cleans, and interprets data to help directors make informed decisions by identifying trends and providing actionable insights

  • Keeps abreast of all regulatory compliance and other related requirements.

Additional Job Functions

  • Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor's Office.

  • Ensure regular, punctual attendance during scheduled work hours.

  • Perform other duties as required.

Minimum Training & Qualifications

  • Associate degree in a related field, bachelor's degree preferred.

  • Two (2) years' related experience in grant-related financial support functions or data analytics highly preferred.

  • Any equivalent combination of education, training, and experience that provides the requisite knowledge, skills, and abilities may be considered for employment in the position.

  • Must possess and maintain a valid TN driver's license.

  • Project management and excellent organizational skills.

  • Correct English usage, grammar, spelling, punctuation, and vocabulary.

  • Solid written and oral skills to sufficiently compose written documents and to clearly communicate concepts and procedures to individuals at various knowledge levels.

  • Proven interpersonal competence to maintain positive and effective interactions, demonstrating respect for the view of others, and to be helpful, cooperative, and professional with all levels of public, staff, vendors, and officials.

  • Proficiency in Excel, SQL, and programming languages is helpful for data manipulation and analysis.
