Job Duties
A Licensing Adjudication Specialist is responsible for the timely, accurate, and appropriate preparation and presentation of cases throughout the administrative process in accordance with the Administrative Process Act ("APA"). This position ensures the Compliance and Investigation Division ("CID") and board activities are performed in accordance with Department policies, procedures, mission, established state laws, and that relevant board regulations are correctly applied. Duties are comprised of the timely reviewing of files to ensure evidence is factually complete; accurately preparing necessary documents, such as Notices, Final Orders, Summaries of the IFF Conference, and other memoranda; ensuring documents are timely sent to applicants in accordance with section policies; the coordinating, scheduling and professional presenting of cases at Informal Fact-Finding Conferences ("IFF Conferences"); and timely processing files for board agendas. Duties also include communicating both orally and in writing with licensees, applicants, complainants, participants, attorneys, witnesses, board members, and Department staff.

As part of The Department of Professional and Occupational Regulation (DPOR), you will play a critical role in the economic vitality of Virginia by helping qualified people start businesses and work in their chosen fields. DPOR is an executive branch agency under the Secretary of Labor for the Commonwealth of Virginia. Our regulatory boards are comprised of practitioners and citizens appointed by the Governor and are responsible for regulating certain professions and occupations, ranging from architects and contractors to cosmetologists and professional wrestlers. We protect the public by verifying minimum competency, investigating complaints, and upholding professional compliance with state laws and regulations.
TELEWORK OPTIONS: Please note that this position may be eligible for limited telework and is not a full-time telework position. Upon hire into this position, the agency requires the incumbent to be in the position for 90 days before a specific telework schedule may be submitted for consideration.
Minimum Qualifications
- Strong analytical skills and demonstrated ability to organize and analyze complex information
- Demonstrated experience showing strong writing skills, with the ability to write persuasive, well-reasoned, fact-based summaries
- Demonstrated ability to read, interpret, and apply statutes, regulations, policies, and procedures, to reach conclusions that are legally defensible
- Strong oral communication skills, including ability to make presentations to a group
- Ability to work collaboratively with fellow team members
- Excellent proofreading skills to ensure documents are grammatically correct and free of error
- Strong ability to produce high-quality work with attention to detail
- Strong ability to manage multiple tasks, conflicting priorities, and deadlines and demonstrated prior experience of same
- Demonstrated ability to manage a large caseload in various stages of administrative process
- Ability to work independently with limited supervision
- Experience and knowledge of administrative law, investigative techniques, and/or research methods
- Knowledge of regulatory process, Administrative Process Act, and division procedures
- Ability to perform research
- Strong ability to demonstrate initiative in meeting deadlines and goals
- Strong working knowledge of computers and computer applications and proficiency with MS office applications, including, but not limited to, Word, Excel, Teams, and SharePoint.
