This position is a member of our Water Quality Planning Division.

HERE'S WHAT YOU'LL BE DOING

  • Assist in planning and implementing projects under the Nonpoint Source (NPS) program of the Water Quality Planning Division of the Texas Commission on Environmental Quality (TCEQ).
  • Aide in administering water quality projects for the Nonpoint Source (NPS) Program; review project deliverables to ensure they meet program guidance, contract specifications, and technical requirements; communicate with contractors; provide budget oversight for the projects and promote effective use of state and federal resources. Document all deliverables in database.
  • Assist in the review of Quality Assurance Project Plans (QAPPs) to ensure they meet establish QA and NPS Program requirements and deadlines and participate in QA audits. Coordinate with contractors to ensure annual certifications are completed before federal deadlines.
  • Communicate with management, other agency staff, contractors, and external entities including the EPA; keep management informed of developing issues; respond to public inquiries and requests related to the NPS Program; communicate with contractors to clarify expectations and ensure deliverables are acceptable and on schedule.
  • Assist in the development and review of program work products such as the NPS Annual Report, the NPS Management Program, Success Story, guidance documents, project webpages, watershed protection plan documents and other items as assigned.
  • Provide input into the selection of water quality projects in grant proposals, including scope of works and budget. Review and score grant applications; develop necessary grant and contract products.

Qualifications

KEY QUALIFICATIONS

  • Experience providing information to agencies, local governments, the general public and/or conducting training.
  • Experience reviewing or writing watershed-based plans, Total Maximum Daily Load (TMDLs), Watershed Protection Plans (WPP's) and/or surface water quality field sampling.
  • Experience writing Standard Operating Procedures (SOPs) and/or Guidance Documents.

EDUCATION & EXPERIENCE QUALIFICATIONS

A bachelor's degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, or related field.

One year of full-time experience in the field of environmental activities may be substituted for each year (30 semester hours) of the required education.

Employees in this classification series may research, work on, or have access to critical infrastructure, including but not limited to a communication infrastructure system, cybersecurity system, electric grid, hazardous waste treatment system, or water treatment facility. Business & Commerce Code Section Accordingly, the ability to maintain the security or integrity of the infrastructure is a requirement to be hired for and to continue to be employed with TCEQ.

Work Schedule

Standard business hours are M-F, 8:00 a.m. - 5:00 p.m.

Individual and work group schedule determined by the TCEQ Water Supply Division.
