EFFECTIVE DATE: /06/ FLSA: Non-Exempt   JOB TITLE: GIS Specialist/Scheduling Analyst  DEPARTMENT: Planning and Scheduling/Operations REPORTS TO: Director of Planning   JOB FUNCTION:  The purpose of this position is to perform intermediate and advanced scheduling tasks and to provide administrative support to the Manager of Scheduling. This is accomplished by inputting weekly changes, changing bus assignments, monitoring bus service ridership, updating route instructions, coordinating bus service for special events. Overseeing bus stop sign and shelter locations, agency mapping, and GIS data ESSENTIAL DUTIES AND RESPONSIBLILITIES:  
  1. Use ArcGIS and Remix to create maps of bus stops and bus amenities, current bus network, service proposals, demographics, and spatial analyses. Tracks storage of GIS shapefiles of MATA bus stops and routes, MATA service area census block groups and tracts, and other resources needed to map service proposals.
  2. Coordinate bus stop and bus shelter placement based on the current Memphis Bus Stop Design & Accessibility Guidelines with installations, modification, and removals with Planning, Scheduling, Operations and Buildings & Grounds Department, and providing information to internal/external consultants and other governmental agencies. Creates site designs of bus shelter installations to be approved by the City of Memphis Engineering Department. Approves invoices related to construction of bus stop amenities including sidewalk paving. Coordinates with the Operations department, determines special schedules, and provides transit information as requested. Maintains database of bus stop shelters and bus stop amenities.
  3. Perform data collection, review, and analysis by conducting route service demographic ridership and schedule adherence studies, modifying services levels after reviewing ride check data, maintaining historical scheduling adherence data. Monitors ridership on routes by analyzing peak periods, determining if buses have adequate passenger capacity or meets Board adopted standards. Reports monthly ridership data to Executive Data and Analytics Coordinator. Field Investigation of complaints of buses being tardy or overloaded and route geometry. Create stop patterns in stop announcement software and capture geographical coordinates correlating with present and future bus stops. Maintain head signs for the bus, trolley, and paratransit fleet.
  4. Provide administrative support by preparing reports and correspondence, maintaining reports regarding shifts in ridership trends, schedule adherence, service costs, and other related statistical data, responding to questions and complaints, and coordinating with other departments regarding bus stops, operator customer service, vehicle type assignments, routing instructions and other related issues.
  5. Assist in the creation and modification of new or existing routes based on changes to public demand or changes to the street network that allow or restrict access to new or existing transit generators. Routing decisions based on input by public, city, or county requests and or constraints and for improved efficiency. Operational restrictions of the street network, the size of the fleet and driver forces as well as union contract language must be considered to allow for the proper operation of a new route. Must be able to analyze demographic information, ridership data and other statistical information.
  6. Assist with the development and maintenance of bus, train and community bus service schedules for new routes and modification or deletion of existing routes based on field research, supervisory contribution, District requirements, ATU collective bargaining agreement requirements, and compliance with city, state, and federal ordinances and laws. Prepare operating schedules for vehicles by defining trips, connections and intermediate stop points, and departure and arrival times. Determine appropriate running times and headways for individual routes. Assist with the creation of vehicle blocks in conformance with vehicle quotas to optimize the efficiency of the vehicle assignments. Assist with the development of work schedules in compliance with run type quotas and contractual requirements for individual Bus Operators for cafeteria bidding or rostering. Assist with the preparation of alternative schedules for special events, emergency, and detour route service.
  7. Assists with communication and the distribution of information by creating and copying bid information, creating, and disseminating detailed service change information for bidding, detours, holidays, and special services,
  8. Coordinate with the Communications and Marketing Team prior to each service change. Use Adobe InDesign and Illustrator to adjust or update route maps and timetables for the PDF schedules to be posted on MATA's website.
  9. Perform database management with complex mathematical functions, statistics, and statistical analysis. 
OTHER DUTIES AND RESPONSIBILITIES:
  1. Assists staff on various projects as assigned.
  2. May be required to provide support for other departments and external customers.
  3. Assist with or administer Operation's bidding and extra board rotation rules.
  4. May be required to work evenings, weekends, and holidays.
  5. Assume additional responsibilities as required.
MINIMUM QUALIFICATIONS: Education: Bachelor's degree required. Masters preferred. An equivalent combination of post-high school education with a minimum of five (5) years of progressively responsible relevant experience will be considered in lieu of a degree.   Other:
  • GIS experience or ability to learn route scheduling software such as Trapeze or other similar scheduling software.
  • Has advanced map reading, advanced word processing, spreadsheet, presentation and database software experience as well as other specialized software related to functional area.
  • Must be able to meet short turnaround times to complete schedule changes.
  • Able to research complex problems and provide accurate solutions.
  • Speak clearly and communicate messages to appropriate individuals.
  • Must be able to organize information clearly and precisely and think critically to make sound decisions.
  • Knowledge and understanding of business and management principles. 
  • Knowledgeable about federal and state laws and restrictions
  • Should be able to read, understand and properly interpret collective bargaining agreements. 
  • Knowledge and familiarity with the Agency's bus, trolley, and paratransit systems specifically for Memphis area streets and the related safety considerations of driving a transit bus, bus route demographics, and area streets within MATA's jurisdiction. 
  • Ability to communicate effectively in English, both orally and in writing, is critical. Should be comfortable working with all levels of management and should possess strong interpersonal skills.
  • Must be a self-starter, be self-motivated with a can-do attitude and able to work independently as required as well as be a team player.
  • Must demonstrate willingness and ability to provide world class customer service to both internal and external customers with a service-oriented attitude, representing the company in a positive and professional manner.
  • Must be able to always maintain confidentiality without exception.
  • Must be able to successfully use a personal computer and be at a mid-level of proficiency with Microsoft Office products.
  • Must be willing to comply with MATA's Drug and Alcohol Policy.
  • Regular and consistent attendance is required.
  • Must always comply with safety protocols.
  • Must have and maintain a valid U.S driver's license.
  Environment:
  • Extensive sitting is required while using office equipment such as computers, phones, printers, or fax machines.
  • Some standing and walking during a normal workday will also be required as well as bending, stooping, kneeling, and crouching.
  • Most work will be performed in inside working conditions but should be comfortable riding bus routes and tolerate changes in building environments such as with or without air conditioning or heating.
  • May be required occasionally to move up to 20 pounds by lifting, carrying, pushing, pulling or otherwise repositioning objects.
  • Fingering and repetitive motions will be required for data entry, while picking items up or while filing.
  • Able to express or exchange ideas with others accurately and at an easily audible volume using spoken words. Able to receive detailed information through oral communication or by phone at usual speaking levels and differentiate between sounds in the environment.
  • Close visual acuity to perform detail-oriented activities as well as acuity to perform activities at or within arm's reach with skill, control, and accuracy such as preparing and analyzing data, viewing a computer screen or for significant reading of documents and other materials.
