OCCUPATIONAL SUMMARY

The Program Analyst, Energy & Efficiency, is responsible for data entry, validation, reporting, and other support related to energy, water, and utility management across the District. Reporting to the Resource Efficiency Officer, this role ensures that billing discrepancies, energy usage irregularities, and facility performance data are accurately recorded, flagged, and communicated to the appropriate stakeholders. This position serves as a key liaison between various departments within Financial Services, utility providers, school sites, and District leadership to quickly identify and resolve challenges. Additionally, the Program Analyst will be responsible for providing technical assistance and support to school site staff regarding utility-related matters and relaying critical efficiency updates to District leadership.

EXAMPLE OF DUTIES

Inputs, validates, and maintains accurate data in EnergyCAP and other utility tracking systems, ensuring proper classification of billing records, energy consumption, and water usage trends across all District facilities.

Flags anomalies such as excessive usage, billing errors, and potential leaks.  Escalates issues to senior management, utility providers, and appropriate District staff for resolution.

Works closely with Accounting, Procurement, and Utility Billing departments to identify and correct billing discrepancies, ensuring proper financial tracking and reconciliation of invoices.

Maintains the daily operation and progress of projects of the department.

Collaborates and works cooperatively with offices, departments, and staff to ensure adherence to the District's standards and best practices.

Coordinates with Miami-Dade Water and Sewer Department (WASD), local municipalities and local utility providers to investigate metering inconsistencies, water leaks, and other infrastructure issues, ensuring timely repairs and accurate usage tracking.

Assists in the development of efficiency-related reports, dashboards, and presentations, ensuring clear and accurate communication of utility cost trends, performance metrics, and operational savings.

Performs support tasks, including document preparation, meeting preparation, database management, and correspondence with schools, vendors, and District leadership.

Performs other duties related to general administrative responsibilities of the position.

PHYSICAL REQUIREMENTS

This work requires the following physical activities: climbing, bending, stooping, kneeling, twisting, reaching, sitting, standing, walking, lifting, finger dexterity, grasping, repetitive motions, talking, hearing and visual acuity.  The work is performed primarily indoors.

MINIMUM QUALIFICATION REQUIREMENTS

Bachelor's degree in Finance, Business Administration or related field or five (5) years of experience in related field.

Knowledge of computer software and technology pertinent to area of specification.

Demonstrated ability to communicate effectively in both oral and written forms.
