The Procurement Coordinator supports the Department by providing expertise in the field of contracts and procurement. This position supports Department staff with procurement training and navigating day-to-day issues associated with contracts.
RESPONSIBILITIES:
- Monitor and support Department procurement activities to ensure compliance with federal law, Idaho Code, Idaho Administrative Rule, and Department goals in consultation with the Chief Financial Officer and Policy Director;
- Coordinate Request for Quote and informal solicitations;
- Maintain contract database;
- Advise Department staff of the legal requirements for procurement;
- Maintain and, as necessary, update the Department procurement manual to include best practices and policies and procedures;
- Develop procurement training materials and provide ongoing training to relevant Department staff;
- Provide technical assistance and support with contract development and execution;
- Maintain and, as necessary, update Department contract templates and terms and conditions;
- Review contracts across the Department to ensure alignment with templates to ensure legal adequacy and acceptability;
- Consult with Department staff to determine contractor requirements, such as but not limited to:
- Content knowledge/expertise
- Insurance requirements
- Background checks
- Negotiate removal of unacceptable terms and conditions in contracts;
- Consult with legal counsel (Deputy Attorney General) regarding contracts when required, i.e., non-routine contracts, when procuring highly technical or complex services and products, and when terms of contract are broken;
- Sign contracts on behalf of the Department once they are approved and finalized;
- Supervise the Procurement Contract Specialist position to assist in accomplishing procurement tasks;
- Stay current on developments in the procurement field;
- Report to Idaho State Legislature on contracts valued over $25,000 from the previous fiscal year.
- Report to the Idaho State Controller's Office on all agreements required by Transparent Idaho.
MINIMUM QUALIFICATIONS:
- Five (5) years' experience in procurement and contract administration or any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.
DESIRED QUALIFICATIONS:
- Bachelor's degree in contracts/procurement, business administration, or a related field;
- Experience in public sector or government procurement;
- Experience with negotiations;
- Experience working with the Idaho code and administrative rules related to procurement, 2 CFR Part 200, and the ability to successfully apply that knowledge;
- Certifications such as the following: CPP (Certified Purchasing Professional), CPM (Certified Purchasing Manager), CPPO (Certified Public Procurement Officer), CPPB (Certified Professional Public Buyer).
PHYSICAL REQUIREMENTS: (with or without reasonable accommodation)
This position requires the ability to perform the following physical and job-related tasks:
- Approximately 90% of time is spent sitting at a desk or workstation, up to 4 hours at a time.
- Approximately 10% of time is spent standing, walking, bending, or kneeling.
- Occasionally lift items, typically weighing under 5 lbs., and occasionally up to 20 lbs.
TRAVEL REQUIRED:
This position typically does not require travel but may occasionally be requested to do so.

Vesting in the Public Employee Retirement System of Idaho (PERSI): All employees of the Idaho Department of Education are non-classified. They are appointed by the elected official and serve at the pleasure of the elected official. As such, employees working at a non-classified agency are considered vested in the PERSI retirement system after five (5) consecutive months of service, versus five (5) years of service at a classified agency.
Tuition Fee Waiver: All Idaho Department of Education employees in permanent full-time positions may register for instructional courses during any academic period, at any participating state funded institutions of higher education, for a $20.00 nonrefundable registration fee per semester and $5.00 per credit hour charge.
