Position Description
Responsible for identifying needs, organizing, implementing, supervising and evaluating youth sports programs, special events, and outreach for youth, teens and families. Provides on-site program support to the Youth Sports team to ensure quality programs and services are delivered, including evenings and weekends.

Operational Excellence
- Management of operations includes monitoring customer satisfaction, employee development and performance, partner relationships and cooperative programs including successful negotiation for partnerships, developing and utilizing internal systems for quality assurance, the development of seasonal team of quality recreation leaders through recruitment and training.
- Assists with developing and adhering to annual operating budget, operational plan, and provides information to develop marketing collateral materials and website presence.
- Works cooperatively with internal and external departments, vendors who provide maintenance, food service and production.
- Provides the overall direction, leadership, and implementation for: Youth Sports, ICJIA and other grant funded programs, and Community /Special Community Events.
- Coordinate, lead, and document weekly staff meetings with various program teams to include topics such as: supplies, field trip procedures, safety reports, customer feedback, program planning and schedules, staff issues, lesson plans, and daily attendance.
- Gathers, analyzes, and reports data on potential and existing market segments, market size, and customer demographics for all programs to quantify program effectiveness.
- Responsible for preparing ongoing analysis of revenues and expenses for youth sports programs, developing strategies to increase revenues and decrease expenses, and generate financial reports as needed.
- Develop, implement, monitor and evaluate programming marketing strategies.
- Develop, implement, and adhere to annual budget, marketing and operational plan.
- Report budget variances on a monthly basis.
- Directly supervise and evaluate programs, services, and facility offerings.
- Research and analyze recreation needs and resources. Implement new programs or update existing ones based on findings.
- Works with independent contractors to provide quality service for the Rockford Park District.
- Attends and participates in monthly staff, management and leadership meetings.
- Gathers, loads, transports, inventories, purchases, and set-up/tear-down equipment and supplies as needed.
- Act as manager on duty as needed.
Staff Development
- Recruits, hires, trains, mentors, develops, and evaluates 1 Recreation Coordinator (FTE), 2 Part-Time Employees, 50+ seasonal team member and 100+ volunteers.
- Develops and maintains team standards and guidelines to ensure staff growth and development.
Community Relations
- Develop, implement, monitor, and evaluate participant feedback.
- Ensures the collaboration and partnering with all local, regional and national recreation providers and sports governing bodies to enhance the success of the youth/teen success.
- Form working relationships with all groups and/or individuals that contribute to achieving the mission of the District and support improved quality of life. This includes serving as a liaison to community agencies and outreach programs (particularly those providing services to youth and families).
- Cultivate relationships and serve on external committees with key partners, local community centers, and neighborhood organizations.
Compliance
- Establish, implement, monitor, and evaluate safety practices, safety rules, and emergency procedures for all aspects of the operation. Work with the Operations Director, Safety Coordinator and PDRMA to achieve the highest safety standards.
- Ensure all District human resource policies are understood and implemented including hiring procedures, corrective actions, and general and department specific training. Responsible for reviewing all employee disciplinary action for compliance and appropriateness.
- Develop and manage all budgets, ensuring business transactions are timely and accurate.
- Implements risk management practices for all programs including emergency action plans, school and parent communication and safety protocols.
- Maintains a working knowledge of overall district and department safety procedures. Attend safety, programs and educational in-service trainings as required.
- Works with District's financial team to develop, implement, and monitor facility cash handling procedures for all sources of revenue including field trips and contracted services.
Education/Experience
Bachelor's degree (B.S.) in Recreation or Physical Education and 3-5 years of work experience in Recreation/Sports Management. Experience supervising and leading staff or volunteers is required .
